TO HONOR JAMES HUGH RYAN FOR HIS DEDICATED SERVICE TO THE STATE OF SOUTH CAROLINA OVER MANY YEARS WITH THE SOUTH CAROLINA FORESTRY COMMISSION AND TO CONGRATULATE HIM ON THE OCCASION OF HIS RETIREMENT FROM THE SOUTH CAROLINA FORESTRY COMMISSION AND AS STATE FORESTER OF SOUTH CAROLINA.

Whereas, James Hugh Ryan has held positions in the South Carolina Forestry Commission since 1961, when he began as a Forester for the Sand Hills State Forest. He worked his way through the ranks serving as Project Forester for the Walterboro, Camden, and Kingstree Districts, Assistant District Forester for the Kingstree District, District Forester for the Kingstree District, Staff Forester for Fire Control in Columbia, Regional Forester for the Coastal Region, and later for the Piedmont Region, Section Chief for Fire Control in Columbia, Deputy State Forester, and State Forester; and

Whereas, as the State Forester of the South Carolina Forestry Commission, Hugh Ryan was the head of a five hundred person agency with a twenty-seven million dollar budget and was charged with administering the activities and personnel; and

Whereas, the South Carolina Forestry Commission remained an independent agency after the state government restructuring. Hugh Ryan reorganized the Forestry Commission by establishing three regions and fifteen areas throughout the state and implemented a Total Quality Management Program for which the agency won an award. He has also developed and implemented the Commission's Strategic Plan for the future; and

Whereas, Hugh Ryan has secured funding for and implemented numerous programs including, but not limited to, environmental education, forestry legislation, forest inventory, enforcement of timber theft laws, and institution of a computer aided dispatch system for detecting fire activity; and

Whereas, he has carried out many cooperative agreements with national and state entities which have resulted in much success; and

Whereas, Hugh Ryan is a member of the National Association of State Foresters where he serves on many different committees, and the Southern Group of State Foresters for which he has hosted meetings and served as Vice Chairman and Chairman; and

Whereas, he is a member of many state and local forestry organizations and serves on several committees. He also belongs to other organizations such as historical societies as well as attends the Wedgefield Presbyterian Church where he is an elder; and

Whereas, James Hugh Ryan is a loyal and dedicated family man with four children and three grandchildren. He also is very involved in tree farming on the 1000 acres he owns in Sumter County. He loves the wonderful feeling of watching the trees grow to maturity and harvest, while also knowing the devastation that disease, wildfire, and natural disaster can reek on a forest. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate honor James Hugh Ryan for his dedicated service to the State of South Carolina over many years with the South Carolina Forestry Commission and congratulate him on the occasion of his retirement from the South Carolina Forestry Commission and as State Forester of South Carolina.

Be it further resolved that a copy of this resolution be forwarded to Mr. Ryan.
