TO COMMEND POLICE OFFICER KIP TEAL OF LYMAN WHO RISKED HIS LIFE TO EXTRICATE THE DRIVER OF A STRANDED CAR RESTING ON TRAIN TRACKS WHILE A TRAIN WAS APPROACHING, ALL IN THE LINE OF DUTY, AND RECOGNIZE HIM UPON HIS RECEIVING THE MEDAL OF VALOR FROM THE SOUTH CAROLINA POLICE CHIEF'S ASSOCIATION IN CONNECTION WITH THIS INCIDENT.

Whereas, the members of the Senate commend and honor the heroic actions taken by Police Officer Kip Teal of Lyman in his successful efforts to save a stranded motorist from a fast approaching train, and also commend him upon receiving the Medal of Valor from the South Carolina Police Chief's Association in connection with this incident; and

Whereas, after a car went out of control in Spartanburg County, proceeded down an embankment, and came to rest on the railroad tracks, Officer Teal, aided by a citizen, Jeff Gossett of Duncan, went to the aid of the driver as a train was approaching. The driver was unable to get out of the car due to a medical condition, and Officer Teal and Mr. Gossett working together and subjecting themselves to great danger were able to remove the driver of the car seconds before the train struck the car; and

Whereas, the collision of the train and the car threw Officer Teal, Mr. Gossett, and the driver of the car approximately twenty feet from the tracks back on the embankment. The collision also caused the car to catch fire, but fortunately no one was seriously injured in the incident; and

Whereas, the Medal of Valor is presented to an officer who risked his life or committed an act that involved the threat of bodily harm to save the life of another; and

Whereas, the Medal of Valor which is the second highest honor an officer can receive in this State, and no officer is more deserving of this honor than is Officer Teal; and

Whereas, the members of the Senate would like to publicly thank this outstanding police officer and South Carolinian for his brave actions, above and beyond the call of duty, which saved the life of a fellow citizen. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate, by this resolution, commend Police Officer Kip Teal of Lyman who risked his life to extricate the driver of a stranded car resting on train tracks while a train was approaching, all in the line of duty, and recognize him upon his receiving the Medal of Valor from the South Carolina Police Chief's Association in connection with this incident.

Be it further resolved that a copy of this resolution be forwarded to Officer Teal.
