    To whom was referred a Bill (H. 3484) to amend Section 40-13-230, as amended, Code of Laws of South Carolina, 1976, relating to licensure requirements for cosmetologists, estheticians, and nail technicians, etc., respectfully

STATEMENT OF ESTIMATED FISCAL IMPACT

ESTIMATED FISCAL IMPACT ON GENERAL FUND EXPENDITURES:

ESTIMATED FISCAL IMPACT ON FEDERAL & OTHER FUND EXPENDITURES:

$0 (No additional expenditures or savings are expected)

EXPLANATION OF IMPACT:

    The Department of Labor, Licensing and Regulations has indicated this bill would not have any impact to the department, the General Fund of the State nor on federal and/or other funds. The bill is clarifying licensing requirements.

A BILL

TO AMEND SECTION 40-13-230, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO LICENSURE REQUIREMENTS FOR COSMETOLOGISTS, ESTHETICIANS, AND NAIL TECHNICIANS, SO AS TO INCREASE THE SKIN CARE CLASS HOURS FROM FOUR HUNDRED AND FIFTY HOURS TO SIX HUNDRED HOURS FOR LICENSURE AS AN ESTHETICIAN AND TO INCREASE THE CLASS HOURS FROM THREE HUNDRED HOURS TO FOUR HUNDRED AND FIFTY HOURS FOR LICENSURE AS A NAIL TECHNICIAN.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 40-13-230(B)(2) of the 1976 Code, as last amended by Act 222 of 2000, is further amended to read:

    "(2)    has completed at least four six hundred fifty hours in classes in skin care in a reliable school approved by the board or comparable training approved by the board; and"

SECTION    2.    Section 40-13-230(C)(2) of the 1976 Code, as last amended by Act 222 of 2000, is further amended to read:

    "(2)    has completed at least three four hundred and fifty hours in classes in a reliable nail technician school approved by the board or comparable training approved by the board; and"

SECTION    3.    This act takes effect upon approval by the Governor.
