A CONCURRENT RESOLUTION

TO COMMEND ISRAEL BROOKS, JR., FOR HIS SERVICE AS UNITED STATES MARSHAL FOR THE DISTRICT OF SOUTH CAROLINA AND TO RECOGNIZE HIS MANY ACHIEVEMENTS DURING A DISTINGUISHED LAW ENFORCEMENT CAREER.

Whereas, the members of the General Assembly, by this resolution, would like to recognize the outgoing United States Marshal for the District of South Carolina, Israel Brooks, Jr., a native of Newberry County, for his dedication and commitment to law enforcement in this State and in this nation; and

Whereas, Israel Brooks first served his country as a United States Marine and upon leaving the Marine Corps, he joined the South Carolina Highway Patrol and quickly was promoted through the ranks to sergeant; and

Whereas, he then attained the ranks of lieutenant, captain, and major, respectively, in the highway patrol and became one of the patrol's most valuable officers and leaders; and

Whereas, Israel Brooks was nominated for United States Marshal for the District of South Carolina by Senator Ernest F. Hollings in March 1994, and he has served in this position with great distinction until the present; and

Whereas, in addition to his long and rewarding career of public service in law enforcement, he also has been a highly respected civic and community leader and role model devoting considerable time and effort in guest lectures at numerous elementary, junior high and high schools, and institutions of higher learning throughout South Carolina; and

Whereas, Israel Brooks has received many commendations from a number of organizations including the following awards or recognitions: "Highway Patrolman of the Year" (three times), "Man of the Year", "Law Enforcement Officer of the Year" "Silver Scales of Justice Award", "Distinguished Officer of the Year", and the national "District of the Year Award" by the United States Marshals Service; and

Whereas, Israel Brooks is married to the former Barbara L. Gallman of Newberry, and they have four children, Miriam, Nadine, Tiffini, and Errol; and

Whereas, the members of the General Assembly would like to thank this outstanding South Carolinian for his services as United States Marshal for the District of South Carolina as his tenure in this office comes to a close. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, commend Israel Brooks, Jr., for his service as United States Marshal for the District of South Carolina and recognize his many achievements during a distinguished law enforcement career.

Be it further resolved that a copy of this resolution be forwarded to Marshal Brooks.
