TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-24-90 SO AS TO PROVIDE THAT THE DEPARTMENT OF EDUCATION SHALL DEVELOP A PROGRAM WHERE PERSONS WHO LACK CERTIFICATION TO BE A PRINCIPAL OR SUPERINTENDENT BUT WHO HAVE SPECIFIED BUSINESS OR MILITARY EXPERIENCE MAY BE EMPLOYED AS A PRINCIPAL OR SUPERINTENDENT UNDER CERTAIN CONDITIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-24-90. The Department of Education shall develop a program where persons who lack certification to be a principal or superintendent but who have at a minimum a baccalaureate degree and at least twenty years of successful administrative experience in the military or in business may apply to school districts to be principals or superintendents. The school districts may employ such persons as principals or superintendents under guidelines and criteria established by the department for a period not exceeding two years upon approval of the department and may renew their employment for additional two-year periods upon reauthorization. The district must provide the department with verification that a vice principal or assistant principal in the school where such a person shall serve is fully certified to be a principal or that an assistant superintendent of the district where such a person shall serve is fully certified to be a superintendent."
SECTION 2. This act takes effect upon approval by the Governor.
