A CONCURRENT RESOLUTION

TO EXPRESS THE SENSE OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA THAT THE STATE SHALL MAKE AN APPROPRIATION OF NOT LESS THAN FIVE HUNDRED THOUSAND DOLLARS FOR THE CONSTRUCTION OF THE SOUTH CAROLINA LAW ENFORCEMENT OFFICER'S MEMORIAL IN HONOR OF THOSE SOUTH CAROLINA LAW ENFORCEMENT OFFICERS WHO HAVE LOST THEIR LIVES IN THE LINE OF DUTY.

Whereas, the South Carolina Law Enforcement Memorial will be dedicated to the men and women who served as law enforcement and corrections officers within the State of South Carolina and will serve as a location where family, friends, and the general public can go to reflect on the ultimate sacrifice that these heroes paid for protecting the citizens of this State; and

Whereas, Governor Carroll Campbell signed legislation in 1994 authorizing a monument honoring law enforcement and corrections officers who have died in the line of duty to be erected on the State House grounds; and

Whereas, General Services approved the location in 1995 and work was begun in choosing a design. The design submitted by Robert P. Young, a nationally known designer from Canton, Georgia was selected; and

Whereas, in 1995 the South Carolina Law Enforcement Officers Memorial Fund Incorporated was established, and this nonprofit corporation was established by the Fraternal Order of Police State Lodge for the purpose of raising funds to erect this monument; the cost of the memorial, as designed, was determined to be between four hundred and five hundred thousand dollars; and

Whereas, the monument will sit on the State House grounds between the State House and the Rembert Dennis Building on the Assembly Street side, and the monument will be constructed of granite and will run some forty feet in diameter with an eighteen feet high column as the centerpiece with a handcrafted eagle atop the column; the monument will have a circular design that will include benches, and outside the centerpiece will be five granite pieces six feet by eight feet with the names of law enforcement and corrections officers inscribe on them; three walkways will lead into the monument; and

Whereas, United States Senator Strom Thurmond serves as the honorary chairman of the South Carolina Law Enforcement Memorial project and groups and associations supporting the project include the South Carolina Chiefs' Association, COLECA, S.C. Concerns of Police Survivors, the S.C. Corrections Association, the FBI-National Academy Association, the S.C. Fraternal Order of Police, the S.C. Jail Administration Association, the S.C. Law Enforcement Officers' Association, the Palmetto State Law Enforcement Officers' Association, the S.C. Sheriffs' Association, the Southern Police Institute, the Troopers' Association, and the S.C. Wildlife Law Enforcement Officers' Association; and

Whereas the General Assembly finds and declares that the people of the State of South Carolina recognize the ultimate sacrifice of those law enforcement and corrections officers who have given their lives in protecting and serving the citizens of this State, and the General Assembly is pleased to provide the funding of the South Carolina Law Enforcement Officers' Memorial. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, express the sense of the General Assembly of the State of South Carolina that the State shall make an appropriation of not less than five hundred thousand dollars for the construction of the South Carolina Law Enforcement Officer's Memorial in honor of those South Carolina law enforcement officers who have lost their lives in the line of duty.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Law Enforcement Memorial Fund of Prosperity.
