TO CONGRATULATE MRS. MARIE FRIERSON OF COLUMBIA UPON RECEIVING THE COMMISSIONER'S AWARD FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES IN WASHINGTON, D. C., FOR HER OUTSTANDING LEADERSHIP AND SERVICE IN THE PREVENTION OF CHILD ABUSE AND NEGLECT.

Whereas, the members of the General Assembly are proud to recognize Marie Frierson as the South Carolina recipient of the United States Department of Health and Human Services Commissioner's Award for outstanding leadership and service in the prevention of child abuse and neglect. Mrs. Frierson received this award at the National Conference on Child Abuse and Neglect April 23-28, 2001, in Albuquerque, New Mexico; and

Whereas, eighty-four-year-old Marie Frierson is the biological mother of seven children, twenty-three grandchildren, twenty-one great-grandchildren, and one great-great-grandchild and has offered her love and her nurturing home to over one thousand foster children since 1973, taking them in at any time necessary, day or night, and always stressing the importance of being honest, respectful, and following the rules; and

Whereas, Mrs. Frierson's foster children have not all been easy to handle. Her car was taken and wrecked two different times, and her house was set on fire three times. However, she still maintains that she has not had too much trouble and that children have not really gotten any harder to handle over the years; and

Whereas, Marie Frierson, like any other mother, can be seen attending sporting events and PTA meetings and running errands for the children and elderly veterans she also takes into her home; and

Whereas, she has been described by her foster children as a strict disciplinarian, a hard-working provider, and an advocate for education. She has influenced many of her foster children to become successful young adults; and

Whereas, she was the inspiration that led the Columbia Urban League to develop the Youth Leadership Development Program, which allows foster children and other needy children to obtain summer jobs and participate in year-round teen leadership development opportunities. The Department of Social Services funds this encouraging program which serves more than four hundred youth in eleven South Carolina counties; and

Whereas, Mrs. Frierson's devotion to helping underprivileged children is truly an inspiration. The General Assembly expresses its deep appreciation to her for her life-long work and compassion as a mother of seven and foster mother of countless others and congratulates her for receiving the Commissioner's Award. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, commend and congratulate Mrs. Frierson of Columbia upon receiving the Commissioner's Award from the United States Department of Health and Human Services in Washington, D. C., for her outstanding leadership and service in the prevention of child abuse and neglect.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Frierson of Columbia.
