TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-26-95 SO AS TO PROVIDE THAT BEGINNING JULY 1, 2002, ANY LICENSED SCHOOL COUNSELOR WHO HAS MET THE REQUIREMENTS FOR AND ACQUIRED A NATIONAL CERTIFIED SCHOOL COUNSELOR (NCSC) ENDORSEMENT FROM THE NATIONAL BOARD OF CERTIFIED COUNSELORS AND WHO IS EMPLOYED AS A SCHOOL COUNSELOR BY A LOCAL SCHOOL DISTRICT ON A TEACHER SALARY SCHEDULE SHALL RECEIVE ALL INCENTIVES AND PRIVILEGES OFFERED TO INDIVIDUALS RECEIVING THE NATIONAL BOARD FOR PROFESSIONAL TEACHING STANDARDS CERTIFICATION AND TO PROVIDE FOR THE CONDITIONS UNDER WHICH THESE INCENTIVES AND PRIVILEGES SHALL BE CONTINUED.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-26-95. Beginning July 1, 2002, any licensed school counselor who has met the requirements for and acquired a National Certified School Counselor (NCSC) endorsement from the National Board of Certified Counselors and who is employed as a school counselor by a local school district on a teacher salary schedule shall receive all incentives and privileges offered to individuals receiving the National Board for Professional Teaching Standards Certification. These licensed school counselors shall submit such documentation to the State Department of Education as it shall require that the endorsement has been obtained. However, these incentives and privileges authorized under this section shall be discontinued two years after the date on which the National Board for Professional Teaching Standards offers a certification area specifically for school counselors. Any school counselor receiving the incentives and privileges authorized under this section then shall be required to complete the National Board for Professional Teaching Standards certification in order to continue receiving those incentives and privileges."
SECTION 2. This act takes effect upon approval by the Governor.
