A CONCURRENT RESOLUTION

OFFERING THE SINCERE CONGRATULATIONS OF THE MEMBERS OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA TO BEEBE JAMES, EXECUTIVE DIRECTOR OF PREVENT CHILD ABUSE SOUTH CAROLINA, ON THE OCCASION OF HER RETIREMENT.

Whereas, the members of the General Assembly of the State of South Carolina are most appreciative of Beebe James' hard work and efforts to prevent the abuse and neglect of children through education, intervention, and treatment; and

Whereas, Beebe James has a lifetime of faith-based community service, most notably through the construction of resources for the neediest families in the Midlands; and

Whereas, she has brought stability and growth to the Prevent Child Abuse South Carolina (PCA SC) organization and unified the PCA elements in the State, accomplishments that laid the groundwork for development for the first time of a statewide grassroots movement for the prevention of child abuse and neglect; and

Whereas, Beebe was vital in lobbying for the reduction of fees for the SLED background checks for nonprofit agencies. She played a very important role in obtaining the multimillion dollar grant to implement Healthy Families America, and later played an essential part in establishing the state office of Healthy Families South Carolina with funding from private foundations; and

Whereas, during her tenure, Beebe expanded the annual conference by dramatically increasing attendance to over eight hundred professionals and exposing frontline workers to national, regional, and local experts presenting state of the art materials and analyses; and

Whereas, Beebe James has worked to see that every child has the right to grow and develop in a secure and nurturing environment, and that all services offered by agencies dealing with children should be directed toward strengthening the family and enhancing the parent and child attachment. She has worked diligently to place greater emphasis in primary and secondary prevention services aimed at addressing critical family needs before children are maltreated, and to see that all service providers for children and families should collaborate to mobilize community resources, ensuring quality services to families who need them; and

Whereas, Beebe James has been at the pinnacle of an organization that envisions a community committed to the well-being of children and the development of their full potential; where every child is wanted, loved, and valued, and every adult is a role model and teacher; and a community where this commitment is demonstrated in policies and actions which places the needs of children first; and

Whereas, it is fitting for the members of the General Assembly to pause in their deliberations to assure Beebe James of our grateful appreciation of her valuable services, dedication, and love to the children of the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, offer their sincere congratulations to Beebe James, Executive Director of Prevent Child Abuse South Carolina, on the occasion of her retirement.

Be it further resolved that a copy of this resolution be presented to Beebe James.
