TO COMMEND MRS. JANYE CLEMENT OF ORANGEBURG COUNTY FOR HER MANY YEARS OF DEDICATED SERVICE TO THE ORANGEBURG AREA DEVELOPMENT CENTER AND FOR HER COMMITMENT TO IMPROVING THE LIVES OF YOUNG PEOPLE IN HER COMMUNITY AND THIS STATE.
Whereas, Mrs. Janye Clement is the daughter of the late Mr. and Mrs. Ernest Mattison; and
Whereas, she was married to the late Walter Clement and together they raised one son, Charles Ernest McClinton; and
Whereas, Mrs. Clement graduated from Morris College with a Bachelor of Science degree in Elementary Education, and later received her Master's Degree in Education from South Carolina State College; and
Whereas, with great concern for her son and the lack of activities available to young boys in the Orangeburg area, she formed the Whittaker School Boys Club in October 1969, for boys six through thirteen years of age regardless of race, creed, or color; and
Whereas, the program's goal was to provide a center where young men could participate in educational, recreational, cultural, and social activities that were not ordinarily available. The program expanded in the summer of 1970 to include girls of all ages; and
Whereas, when it became apparent that the community needed a meeting place of its own, plans were made to build a neighborhood facility. During the 1971-1972 Session of the South Carolina General Assembly, a bill was introduced to create the Orangeburg County Area Development District, to be governed by a fourteen member commission; and
Whereas, Mrs. Clement's dream came true in 1975 with the completion of a fourteen thousand square foot structure on Sprinkle Avenue that became the home of the Whittaker Youth Development Center, with the name later being changed to the Orangeburg Area Development Center; and
Whereas, the development center offered the following programs: arts and crafts, basketball, flag football, adult sewing, a game room, instructions in crocheting, handicapped recreation, weightlifting, volleyball, with additional programs added later; and
Whereas, it was most rewarding for Mrs. Clement to see so many of the children develop new interests and become more outgoing and self-assured as a result of the programs taken at the Orangeburg Area Development Center; and
Whereas, she served diligently as the Director of the Orangeburg Area Development Center until she retired in November 1986, and the General Assembly is proud to recognize and thank Mrs. Clement for her efforts to improve the lives of children in her community. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the South Carolina General Assembly, by this resolution, commend Mrs. Janye Clement of Orangeburg County for her many years of dedicated service to the Orangeburg Area Development Center and for her commitment to improving the lives of young people in her community and this State.
Be it further resolved that a copy of this resolution be forwarded to Mrs. Janye Clement.
