THE CHARLESTON DELEGATION

    To whom was referred a Bill (H. 4248) to amend Act 369 of 1959, as amended, relating to the St. John's Fire District in Charleston County, so as to increase from one to fifteen thousand dollars, etc., respectfully

REPORT:

    That they have duly and carefully considered the same and recommend that the same do pass:

A BILL

TO AMEND ACT 369 OF 1959, AS AMENDED, RELATING TO THE ST. JOHN'S FIRE DISTRICT IN CHARLESTON COUNTY, SO AS TO INCREASE FROM ONE TO FIFTEEN THOUSAND DOLLARS THE LIMIT ON PROCUREMENT OF EQUIPMENT OR MATERIAL WITHOUT ADVERTISING FOR BIDS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 8 of Act 369 of 1959, as last amended by Act 728 of 1978, is further amended to read:

    "Section    8.    The commission shall advertise for bids at least once thirty days prior to before bid opening in one or more newspapers for all equipment or material to be acquired and all construction to be undertaken costing in excess of one fifteen thousand dollars, with the right to reject any and all bids, or to enter into contracts with the lowest responsible bidder thereon on them and to secure competent persons if deemed considered advisable, to superintend the construction and counsel and advise in all matters relating thereto to it. A permanent record shall must be kept by the commission of all its proceedings, contracts, and other matters done and performed by it, including an accurate plan of the work done, and proper books shall must be kept, showing in detail all moneys monies and funds received and disbursed by it. The books of the commission shall must be audited annually, and at such other times as the Supervising Auditor of Charleston County shall direct, by a certified accountant and a copy of the audit filed with the county council. All books and records of the commission shall must be open at all reasonable times to the inspection of any citizen of the district."

SECTION    2.    This act takes effect upon approval by the Governor.
