APPLAUDING WILLIAM O. "BILLY" BUYCK, CHAIRMAN OF THE BOARD OF THE BANK OF CLARENDON, FOR HIS RECOGNITION BY THE INDEPENDENT BANKS OF SOUTH CAROLINA AS 2001 BANKER OF THE YEAR, IN HONOR OF HIS OUTSTANDING SERVICE TO THE INDEPENDENT BANKING INDUSTRY AND HIS COMMUNITY AND STATE.

Whereas, William O. "Billy" Buyck is Chairman of the Board and Chief Executive Officer of the Bank of Clarendon in Manning, South Carolina; and

Whereas, in that capacity he has been selected as Independent Banker of the Year for 2001 by the seventy-two locally owned and operated banks in the State; and

Whereas, the honor recognizes his outstanding efforts to promote the interests of South Carolina's independent banks and economic and community development within the State; and

Whereas, the Columbia native and husband to the former Frances Reedy is a charter member and leader of the Clarendon County Development Board, serves as Chairman of the Business Development Corporation of South Carolina and on its Executive Loan Committee, and is a member of the board of Santee Lynches Regional Development Corporation; and

Whereas, he is Chairman of the Finance Committee for St. Mary's Catholic Church and past leader of the local United Way and Rotary Club; and

Whereas, his previous honors include State Volunteer of the Year by the Southern Industrial Development Council, Business Person of the Year by Clarendon County Chamber of Commerce, and Paul Harris Fellow by Rotary Club International; and

Whereas, Billy Buyck is fondly known by South Carolinians across the State for not only his business acumen, but also his personal warmth. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives applaud William O. "Billy" Buyck, Chairman of the Board of the Bank of Clarendon, for his recognition by the Independent Banks of South Carolina as 2001 Banker of the Year, in honor of his outstanding service to the independent banking industry and his community and State.

Be it further resolved that a copy of this resolution be forwarded to Mr. Buyck.
