A CONCURRENT RESOLUTION

TO COMMEND WILLIAM BARNET III OF SPARTANBURG, FOR HIS OUTSTANDING CONTRIBUTIONS TO BUSINESS, THE TEXTILE INDUSTRY, CIVIL AFFAIRS, AND EDUCATION IN SOUTH CAROLINA, AND ESPECIALLY FOR HIS LEADERSHIP AND CONTRIBUTION TO EDUCATION AS CHAIRMAN OF THE EDUCATION OVERSIGHT COMMITTEE, AND TO EXTEND TO HIM EVERY GOOD WISH IN ALL OF HIS FUTURE ENDEAVORS AND AS MAYOR OF SPARTANBURG.

Whereas, William Barnet III was born in Albany, New York, on August 27, 1942. He received a Bachelor of Arts degree from Dartmouth College in 1964, and a Master of Business Administration degree from Amos Tuck School at Dartmouth College in 1965; and

Whereas, Mr. Barnet served honorably as a commissioned officer in the United States Army from 1967 to 1968, holding the rank of Lieutenant in the Adjutant General's Corps. Following his military service, Mr. Barnet joined his family's business, William Barnet & Son, Inc., in December 1968. William Barnet & Son, Inc., is a leading processor and trader of synthetic and manmade fiber and resin on a worldwide basis, with eight plants located in the United States and Europe. Affiliated companies include Barnet Development Corporation, Barnet Eurocorp, Barnet Pacific, and BH Polymers. Mr. Barnet was elected president of William Barnet & Son, Inc., in 1976, and is currently the Chief Executive Officer and Chairman of the Board of William Barnet & Son, Inc.; and

Whereas, an accomplished leader in business and the textile industry, Mr. Barnett is now serving or formerly served as a member of the board of Fleet Boston Financial Group, Boston, Massachusetts, and Spartan Mills, Spartanburg, South Carolina. His civic contributions include service as a member and former chairman of the Board of Trustees of Converse College, as a member and former chairman of Spartanburg County Foundation, and as chairman, Palmetto Business Forum; and

Whereas, Mr. Barnet has generously given his time and talent in past years as a member of the board of a variety of community service organizations including, but not limited to, the United Way of the Piedmont, the Spartanburg Area Chamber of Commerce, the Spartanburg Arts Council, the Carolina Piedmont Foundation, and the Cultural Center Foundation. He is a past president of the South Carolina Textile Manufacturers Association, and past chairman of Leadership Spartanburg. Mr. Barnet is a recent recipient of the Neville Holcomb Distinguished Citizen Award presented by the Spartanburg Chamber of Commerce and also received the 2001 South Carolina Business Person of the Year Award from the South Carolina Chamber of Commerce; and

Whereas, in recognition of his interests in and commitment to quality education for all, Mr. Barnet was appointed by Governor David Beasley in 1997 to serve as Chairman of the Performance and Accountability Standards Commission; and

Whereas, the Education Oversight Committee was created by the General Assembly in 1998 to assist in, recommend, and supervise implementation of programs and expenditure of funds for the Education Accountability Act and the Education Improvement Act of 1984. Mr. Barnet was elected to serve as the first Chairman of the Education Oversight Committee in July 1998, and served in that capacity until December 2001. Mr. Barnet stepped down as Chairman of the Education Oversight Committee only after being elected Mayor of Spartanburg in a runoff election following a community originated write-in campaign; and

Whereas, a strong promoter of educational excellence in addition to his strong commitment to business in South Carolina, Mr. Barnet provided the outstanding leadership that underscored the importance of education to all South Carolinians and enabled the Education Oversight Committee to conduct its business and affairs in a bipartisan fashion. As a direct result of his leadership, the Education Oversight Committee established the annual school and district report cards and produced a task force report that laid the foundation for the "Parental Involvement in their Children's Education Act"; and

Whereas, a devoted family man, Mr. Barnet is married to Valerie Manatis Barnet. The Barnet's reside in Spartanburg and have three children, Mary Rebecca, Will, and John, all of whom attend school in Spartanburg School District 7. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, commend William Barnet III of Spartanburg, for his outstanding contributions to business, the textile industry, civil affairs, and education in South Carolina, and especially for his leadership and contribution to education as chairman of the Education Oversight Committee, and to extend to him every good wish in all of his future endeavors and as Mayor of Spartanburg.

Be it further resolved that a copy of this resolution be presented to Mr. William Barnet III of Spartanburg.
