A HOUSE RESOLUTION

TO RECOGNIZE AND COMMEND KATHY HARVIN FOR HER LEADERSHIP AND DEDICATED SERVICE ON THE COMMISSION ON HIGHER EDUCATION AND TO WISH HER MUCH SUCCESS AND HAPPINESS IN THE FUTURE.

Whereas, Kathy Harvin was appointed to the Commission on Higher Education on June 7, 1999, and has exhibited tremendous leadership skills and dedication throughout her tenure; and

Whereas, Ms. Harvin currently serves as President of the South Carolina Commission on Higher Education Foundation; and

Whereas, Ms. Harvin has served diligently on the Academic Affairs and Licensing Committee where she was instrumental in conducting an analysis of academic program productivity for all programs offered at the State's public institutions; and

Whereas, Ms. Harvin's work on the Finance and Facilities Committee included a comprehensive review of its Mission Resource Requirement model, which is used to determine the needs of the state's public higher education institutions; and

Whereas, as a member of the Planning and Assessment and Performance Funding Committee, Ms. Harvin and the commission have continued the implementation of the Performance Funding Legislation Act 159 of 1996, which measures all public institutions on a prescribed set of indicators and is used to determine each institution's annual allocation of state appropriations; and

Whereas, during her tenure, the commission also received a statewide GEAR-UP Grant from the United States Department of Education, an Implementation Grant from the Fund for the Improvement of Post-Secondary Education, and submitted a National Science Foundation Math/Science Partnership Grant; and

Whereas, as the primary sponsor, Ms. Harvin has also helped initiate the creation of the Governor's Palmetto Fellows Reception, which recognizes the high school seniors that have been named as Palmetto Fellows, the State's most prestigious scholarship; and

Whereas, as co-chair of the commission's task force for the review of nonpublic institutional licensure process, which resulted in improvements in the process and revisions to the commission's licensure regulations that were subsequently submitted to the General Assembly for consideration during the 2002 session; and

Whereas, Ms. Harvin served as the representative for the Board of Trustees of Coastal Carolina University from July 1999 through June 2002; and

Whereas, recognizing the importance of technology in broadening the boundaries of education, Kathy Harvin has been an advocate for improvements in, and the continued use of technology for the purpose of providing distance learning to college students as a means of increasing access of higher education to the citizens of South Carolina; and

Whereas, the House of Representatives is pleased to recognize Kathy Harvin for her service and enthusiasm as a member of the Commission on Higher Education. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and commend Kathy Harvin for her leadership and dedicated service on the Commission on Higher Education and wish her much success and happiness in the future.

Be it further resolved that a copy of this resolution be forwarded to Kathy Harvin.
