A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-25-65 SO AS TO PROVIDE THAT BEGINNING WITH SCHOOL YEAR 2003-2004, THE DEPARTMENT OF EDUCATION SHALL DISBURSE THREE HUNDRED FIFTY DOLLARS FROM EDUCATION IMPROVEMENT ACT FUNDS TO A SCHOOL DISTRICT FOR EACH CERTIFIED TEACHER EMPLOYED AS OF AUGUST THIRTIETH OF THAT YEAR BY THE DISTRICT TO TEACH IN THE CLASSROOM.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 1, Chapter 25, Title 59 of the 1976 Code is amended by adding:

"Section 59-25-65.    Beginning with the school year 2003-2004, the Department of Education shall disburse three hundred fifty dollars from Education Improvement Act funds to a school district for each certified teacher employed as of August thirtieth of that year by the district to teach in the classroom. The Department of Education shall forward the funds to each school district by September fifteenth of the school year. The school district shall disburse the funds by January thirty-first to the classroom teachers that provide receipts or other proofs of purchase. Funds distributed to the school district must be used to offset expenses incurred in the purchase of teaching supplies and materials directly related to the students' education and must not supplant existing supply money paid to the teachers from other sources. The school district shall return funds not disbursed by January thirty-first to the Department of Education for general fund appropriation."

SECTION    2.    This act takes effect upon approval by the Governor.
