A CONCURRENT RESOLUTION

TO COMMEND AND CONGRATULATE THE MEMBERS OF THE JAMES F. BYRNES HIGH SCHOOL REBEL REGIMENT BAND OF SPARTANBURG COUNTY ON THE OCCASION OF WINNING THEIR FIFTH CONSECUTIVE CLASS AAAA MARCHING BAND STATE CHAMPIONSHIP IN 2002.

Whereas, the General Assembly of the State of South Carolina is delighted to learn that the James F. Byrnes High School Rebel Regiment Band has captured the Class AAAA Marching Band State Championship for 2002; and

Whereas, the Byrnes Rebel Regiment has earned the Class AAAA Upper State Championship for the past eleven years on the way to its fifth straight Class AAAA Marching Band State Championship. The band was named the Class AA Bands of America Regional Champions at both the Johnson City, Tennessee, and Atlanta, Georgia, competitions; and

Whereas, the James F. Byrnes High School Rebel Regiment Band has marched at some of the best parade venues in the United States including the 2002 Macy's Thanksgiving Day Parade in New York City, the 2001 Presidential Inaugural Parade in Washington, D.C., and the 2000 Tournament of Roses Parade in Pasadena, California; and

Whereas, the Rebel Regiment Band is the 2001-2002 Sudler Shield recipient, an international award presented by the John Philip Sousa Foundation recognizing a high school marching band program of the very highest quality; and

Whereas, the James F. Byrnes Rebel Regiment is under the leadership of well-known Band Director C. Phillip McIntyre and his Assistant Directors Eric Bell, Susan Bocook, Homer Ellis, Patrick Lowery, Chad Pence, and Dan Sears. Phil McIntyre is the President-elect of the Phi Beta Mu Chapter in South Carolina and President-elect of the South Carolina Music Educators Association. In 2000, he was inducted into the South Carolina Band Directors Association Hall of Fame. Phil is also a five-time recipient of the Most Influential Teacher Award at Byrnes High School; and

Whereas, the members of the General Assembly would like to publicly recognize the James F. Byrnes High School Rebel Regiment Band, the 2002 Class AAAA Marching Band State Champions, for its many outstanding accomplishments. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, commends and congratulates the members of the James F. Byrnes High School Rebel Regiment Band of Spartanburg County on the occasion of winning their fifth consecutive Class AAAA Marching Band State Championship in 2002.

Be it further resolved that a copy of this resolution be presented to Band Director Phil McIntyre.
