A HOUSE RESOLUTION

TO RECOGNIZE DR. C. RAYBURN BARTON OF COLUMBIA FOR HIS SERVICE TO THE STATE OF SOUTH CAROLINA AS EXECUTIVE DIRECTOR OF THE COMMISSION ON HIGHER EDUCATION, AND TO WISH HIM MUCH SUCCESS IN HIS FUTURE ENDEAVORS.

Whereas, the members of the House of Representatives are pleased to honor C. Rayburn Barton for his commitment to higher education and his service to the citizens of South Carolina; and

Whereas, Dr. Barton, a graduate of the University of Alabama where he received a Bachelors Degree, a Master's Degree and a Ph.D., also attended the Harvard Institute for Educational Management; and

Whereas, Dr. Barton entered the public sector in 1972 as a Community Relations Specialist at the United States Department of Justice. Since then Dr. Barton has served as Section Director of the Planning Division of the South Carolina Department of Health and Environmental Control and Legislative Assistant to Senator James B. Allen of Alabama; and

Whereas, Dr. Barton's career in higher education began at the University of North Alabama in 1978 and continued at Boise State University from 1981 until 1984 when he became the Acting Dean of the School of Social Sciences and Public Affairs; and

Whereas, Dr. Barton served as the Acting Dean for two years before becoming both Associate Academic Officer and Chief Academic Officer of the Idaho State Board of Education. In 1988, he was elevated to the position of Executive Director of the Idaho State Board of Education and remained there until returning to South Carolina in 1997 to serve as the Executive Director of the South Carolina Commission on Higher Education; and

Whereas, under the superb leadership of Dr. Rayburn Barton, the State of South Carolina has made great strides in student preparation and has increased the number of scholarships available to students; and

Whereas, Dr. Barton is continuing to support higher education by serving as the new Executive Vice Chancellor of Academic Affairs of the University of South Carolina in Beaufort. Dr. Barton and his wife, Kathy, have two children, Kathryn and James. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives recognize Dr. C. Rayburn Barton of Columbia for his service to the State of South Carolina as Executive Director of the Commission on Higher Education and wish him much success in his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Dr. C. Rayburn Barton of Columbia.
