A JOINT RESOLUTION

TO EXEMPT FROM MOTOR VEHICLE TITLING, LICENSING, AND REGISTRATION LAWS MOTOR VEHICLES PROVIDED FOR PROMOTIONAL PURPOSES BY AN AUTOMOBILE MANUFACTURER IN CONNECTION WITH A NATIONALLY-SPONSORED NASCAR RACING EVENT HELD IN THIS STATE IN 2003.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Cars provided by an automobile manufacturer for promotional purposes in connection with a nationally sponsored NASCAR Race held in this State in 2003 are exempt from the motor vehicle titling, licensing, and registration requirements of Title 56 of the Code of Laws of South Carolina, 1976. The exemption allowed by this joint resolution extends to no more than thirty-five cars by a single manufacturer for a period not to exceed twenty-one days. This waiver does not extend to the financial responsibility or insurance coverage requirements for operating a motor vehicle on the public roads of this State. The Department of Public Safety shall prescribe an appropriate means of identification in lieu of the licensing and registration requirements otherwise applicable.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
