A CONCURRENT RESOLUTION

TO EXPRESS THE SINCERE GRATITUDE OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY TO MRS. MERCY P. OWENS OF COLUMBIA FOR HER MANY YEARS OF SERVICE TO THE BANKING INDUSTRY IN THE STATE OF SOUTH CAROLINA, UPON RETIRING FROM HER CURRENT POSITION AS SENIOR VICE PRESIDENT OF SOUTH CAROLINA COMMUNITY DEVELOPMENT OF WACHOVIA BANK, N.A., AND TO WISH HER MANY YEARS OF CONTINUED HAPPINESS.

Whereas, it is with great pleasure that we recognize South Carolinians for their commitments to improving their communities and this State; and

Whereas, Mrs. Mercy P. Owens of Columbia graduated from McCorey-Liston High School in Blair, South Carolina, and received an exceptional education from St. Augustine's College in Raleigh, North Carolina; and

Whereas, she furthered her banking knowledge by attending Cannon Trust School at the University of North Carolina in Charlotte from 1989-1990, National Compliance School at the University of Oklahoma from 1991-1992, and participating in American Institute of Banking courses; and

Whereas, throughout her professional career, she has remained committed to improving the banking industry in this State and has worked as a Banking Officer and CD/IRA Coordinator for South Carolina National Bank, Assistant Vice President of the Trust Division of South Carolina National Bank, and Vice President and Corporate Compliance Officer of South Carolina National Bank; and

Whereas, in her most recent position as Senior Vice President of South Carolina Community Development for Wachovia Bank, NA, Mrs. Owens developed an extensive community network that directed more than $10 million in small business loans and deposits. She served as a matrix manager of a subsidiary to improve CRA exams and increased the banks rating to "Outstanding" in less than one year. She created the Minority Advisory Council, which provides a forum for leaders of the community, businesses, and advocacy groups to voice concerns, and Mrs. Owens' work helped to gain long-term recognition for Wachovia Bank; and

Whereas, Mrs. Owens has received numerous honors and awards throughout her career, including the Positive Image Award from the Carolina Tribune Newspaper, the Positive Image Award from the Pee Dee Times Newspaper, Outstanding Banker of the Year from the Minority Business Development Center in Charleston, South Carolina, Eboni Keys Award for Women in Leadership, one of South Carolina's Top 25 Most Influential People, and the TWIN Award from the YWCA. She also received a Distinguished Sponsor Award from the Alliance of Black Telecommunications Employees and a dedication of the Columbia Edition of Black Pages, USA; and

Whereas, Mrs. Owens also contributes her knowledge and leadership abilities to several boards in this State and across the country, including serving as Vice President of the South Carolina Low Income Housing Coalition, a member of the South Carolina Association of Community Development Corporations, a member of South Carolina State Housing and Finance Development Authority, a member of the South Carolina Legal Services Advisory Board, a member of the South Carolina Legislative Black Caucus Advisory Board, a participant in the United Way's Project Blueprint, a member of the South Carolina Bankers Association Compliance Committee, a member of the NAACP Advisory Board, and the Chairperson of the James R. Clark Memorial Sickle Cell Foundation,. She was also appointed by Governor Jim Hodges as a member of the Governor's Affordable Housing Task Force; and

Whereas, Mrs. Mercy P. Owens has retired as the Senior Vice President of South Carolina Community Development of Wachovia Bank, N.A., with the respect of all of the people who have had the pleasure of working with her during her career in the banking industry; and

Whereas, upon her retirement, the General Assembly wishes Mrs. Owens much success in her future endeavors. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express their sincere gratitude to Mrs. Mercy P. Owens of Columbia for her many years of service to the banking industry in the State of South Carolina, upon retiring from her current position as Senior Vice President of South Carolina Community Development of Wachovia Bank, N.A., and wish her many years of continued happiness.

Be it further resolved that a copy of this resolution be forwarded to Mrs. Mercy P. Owens of Columbia.
