A HOUSE RESOLUTION

TO COMMEND DR. EARLINE M. SIMMS OF ORANGEBURG COUNTY FOR HER OUTSTANDING CONTRIBUTIONS TO THE FIELD OF EDUCATION AT SOUTH CAROLINA STATE UNIVERSITY AS WELL AS THROUGHOUT THIS NATION, AND WISH HER CONTINUED SUCCESS IN ALL OF HER FUTURE ENDEAVORS.

Whereas, Dr. Earline M. Simms received her Bachelor of Arts degree in Secondary Education in 1959 from Southern University, her Master of Education degree in English Education from Southern University in 1966, Doctor of Philosophy degree in Curriculum and Instruction from Kansas State University in 1975, and a Developmental Education Specialist Certificate from Appalachian State University in 1985; and

Whereas, she served as a high school English teacher in Louisiana from 1959 through 1967; and

Whereas, Dr. Simms served as: an instructor and Clinical Professor in both the English Department and the Department of Secondary Education at Southern University from 1967 through 1970; an Assistant Professor and Clinical Professor in the College of Education at Southern University from 1970 through 1973; a Graduate Teacher Assistant in the College of Education at Kansas City University from 1973 through 1975; an Associate Professor and Coordinator of Secondary Student Teaching in the College of Education at Southern University from 1975 through 1980; Professor and Director of Professional Laboratory Experiences in the College of Education at Southern University from 1980 through 1981; and

Whereas, she held numerous positions at Grambling State University from 1981 through July 1987 which included: Director of the Model Handicapped Personnel Preparation Program; Director of the Human Services Personnel Preparation Program; Head of the Department of Teacher Education; Director of the Comprehensive Teacher Preparation Program; and Executive Director of Office Programs, Resources, Evaluation, and Planning; and

Whereas, since July 1987, Dr. Simms has held numerous positions at South Carolina State University which include: Dean of the School of Education from July 1987 through November 1995; Interim Associate Vice President for Faculty and Programs from November 1995 through August 1996; and Associate Vice President for Academic Affairs from September 1996 through June 2003; and

Whereas, over the course of her career Dr. Simms has published numerous scholarly articles that cover various topics in the field of education, and received numerous awards and recognitions for her contributions to the field of education; and

Whereas, she is married to Dr. Roy Leon Simms and together they are the proud parents of a son, Leon Simms; and

Whereas, she is a member of the Abundant Life Outreach Ministry in Cayce, South Carolina where she serves as a grants writer and is an Advisory Board Member for generating resources for Abundant Life Outreach Ministry and the Church Affiliated School; and

Whereas, the members of the House of Representatives of the State of South Carolina would like to take this opportunity to commend Dr. Earline M. Simms for her dedicated service to the field of education. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commend Dr. Earline M. Simms of Orangeburg County for her outstanding contributions to the field of education at South Carolina State University as well as throughout this nation, and wish her continued success in all of her future endeavors.

Be it further resolved that a copy of this resolution be presented to Dr. Earline M. Simms.
