Whereas, the House of Representatives has been extremely fortunate to have exceptionally bright, dedicated young people working as legislative aides, and a shining star among them has been Ryan Payne, legislative aide to the House Republican Women's Caucus; and

Whereas, Ryan came to work for the House of Representatives in April of 2002, before graduating cum laude from Ben Lippen High School in Columbia last May, serving first as a page in the chamber and then as a page to the House Ethics and Rule Committee; and

Whereas, he began serving as Representative Richardson's legislative aide and also legislative aide to the House Republican Women's Caucus with the beginning of the 2003 legislative session, and Ryan immediately became an indispensable committee staffer; and

Whereas, Ryan's diligence, enthusiasm, and strong work ethic has served him and the Caucus well and he will be sorely missed as he leaves South Carolina to further pursue his educational goals; and

Whereas, Ryan has not only excelled as an employee of the House of Representatives, but he has also been an exceptional student throughout his education, and he has reaped the benefits of his dedication and diligence by having received an appointment to the United States Coast Guard Academy; and

Whereas, it is with great pride that the members of the House of Representatives Republican Women's Caucus, as well as the entire membership of the House of Representatives, recognize such an outstanding employee and favored son of South Carolina, as Ryan Payne. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives, by this resolution, commend Ryan Payne of Richland County for his dedication, enthusiasm, and strong work ethic in his service to the House of Representatives and to the House Republican Women's Caucus as a Legislative Aide and to wish him much success and happiness in all his future endeavors.
