A HOUSE RESOLUTION

TO AMEND RULE 10 OF THE RULES OF THE HOUSE OF REPRESENTATIVES RELATING TO MISCELLANEOUS MATTERS, BY ADDING RULE 10.11 SO AS TO PROHIBIT THE CONSIDERATION OF A RESOLUTION WHICH MEMORIALIZES THE UNITED STATES CONGRESS TO TAKE ACTION OR REFRAIN FROM TAKING ACTION ON ANY ISSUE.

Be it resolved by the House of Representatives:

(1)    That Rule 10 of the House of Representatives is amended by adding:

"10.11    A resolution memorializing the United States Congress to take action or refrain from taking action on any issue may not be considered by the House. The Speaker shall rule the resolution out of order if it is introduced."
