A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR ELLEN TOLLISON HAYDEN FOR HER LASTING COMMITMENT TO EDUCATION UPON HER RETIREMENT AS THE EXECUTIVE DIRECTOR OF THE SOUTH CAROLINA GOVERNOR'S SCHOOL FOR SCIENCE AND MATHEMATICS ON JANUARY 31, 2004, AND TO EXTEND TO HER BEST WISHES IN ALL OF HER FUTURE ENDEAVORS.

Whereas, it is with great pleasure that we recognize South Carolinians who are dedicated to giving their time and energy to the improvement and advancement of our great State, so it is our honor to recognize the many accomplishments and outstanding contributions of Ellen Tollison Hayden; and

Whereas, Ellen Tollison Hayden, a South Carolina native, received a Masters Degree in English from the University of South Carolina after having received a Bachelor of Arts Degree in English from Coker College where she was the recipient of the largest scholarship offered by Coker College, on the Dean's List for four years, and the recipient of the Most Outstanding Thesis Award; and

Whereas, while spending the early years of her career at the Department of Education, Mrs. Hayden led the way in implementing career education for grades kindergarten through high school and went on to spearhead the innovative concept of business education partnerships in which she expanded the number of partnerships by six hundred percent in only a few years for which she garnered four Presidential citations; and

Whereas, in 1989 Mrs. Hayden joined the South Carolina Chamber of Commerce as the first Vice-President for Education and created an Education Department that provided the private sector its first and only centralized, independent, non-legislative, research-based education reform organization; and

Whereas, the Education Department created by Mrs. Hayden was the first of its kind in the nation. In 1992 the Education Department became the South Carolina Business Center for Excellence in Education, governed and funded by private sector leaders, and with its distinctive research arm, the mission of the center was to encourage public and political support for restructuring South Carolina's public education system; and

Whereas, during her tenure at the chamber, she was asked to coordinate the growing efforts of other state chamber education initiatives, including providing national training, and as a board member of the National Association of Partners in Education, she was asked to represent the United States in keynote addresses at three international conferences; and

Whereas, in 1998 Mrs. Hayden joined the South Carolina's Governor's School for Science and Mathematics as the first Vice-President for Institutional Advancement and the Executive Director of the Governor's School of Science and Mathematics Foundation, creating a new office of advancement and development for the school, developing fundraising strategies for annual giving, organizing an alumni association, and creating the first permanent endowment; and

Whereas, among the numerous awards and recognition bestowed upon Mrs. Hayden, several are most distinctive, including the Distinguished Alumni Award from Coker College, the South Carolina Woman of Achievement Award by the Governor's Office Commission on Women, and the Woman of Distinction Award and the Role Model Award from the Girl Scouts of America; and

Whereas, Mrs. Hayden has been hailed at the national level as a pioneer in creating a business organization to influence government policy; through her tireless dedication, innovative efforts, and commitment to excellence, she has advanced the state and national educational reform movement in countless ways; and

Whereas, few have touched more lives in fundamental ways in the Palmetto State than Mrs. Hayden. She leaves a legacy of unparalleled dedication, passion, and progress, and her presence will be sorely missed upon her retirement from the Governor's School of Science and Mathematics, and so, it is with immense pride and appreciation that we recognize Ellen Tollison Hayden a distinguished daughter of the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and honor Ellen Tollison Hayden for her lasting commitment to education upon her retirement as the Executive Director of the South Carolina Governor's School for Science and Mathematics on January 31, 2004, and extend to her best wishes in all of her future endeavors.
