A HOUSE RESOLUTION

TO HONOR AND RECOGNIZE THE ACCOMPLISHMENTS OF CROFT FIRE DEPARTMENT CHIEF LEWIS HAYES OF SPARTANBURG COUNTY AND TO THANK CHIEF HAYES FOR ALL HE DOES FOR HIS COMMUNITY IN THIS IMPORTANT POSITION.

Whereas, it is with great pleasure that the General Assembly recognizes South Carolinians who are dedicated to helping protect our communities and the people of the Palmetto State; and

Whereas, it is appropriate to recognize the achievements and lasting service of the people who volunteer and risk their own lives to ensure the safety of our citizens; and

Whereas, Chief Lewis Hayes of the Croft Fire Department of Spartanburg County is an outstanding individual who has dedicated himself to making sure his fire department is very productive and responsive to the community; and

Whereas, after eight years in the United States Air Force, Chief Hayes joined the Croft Fire Department in 1994 and was promoted to chief of the department in 1997; and

Whereas, during his service as Chief, Lewis Hayes has implemented a first responder medical program to supplement Emergency Medical Services and reduced the average response time to less than four minutes; and

Whereas, in addition to beginning a part-time staff program to increase available manpower, Chief Hayes also instituted an educational program on life safety for the students of the South Carolina School for the Deaf and the Blind which created an ongoing relationship between the students and firefighters; and

Whereas, due to budget cuts at the school, the fire department partnered with the school and began providing training for the school's staff on CPR and medical first response; and

Whereas, the Chief successfully planned and promoted a revenue increase in the district to meet the increased needs of the fire department and the vote to approve it was overwhelmingly in favor by a two-to-one margin; and

Whereas, the Croft Fire Department under his leadership instituted new radio traffic procedures for call responses that were so successful that the 911 systems adopted these procedures countywide, and Chief Hayes was also instrumental in having the medical helicopter program implemented in Spartanburg County; and

Whereas, Chief Lewis Hayes manages many partnerships and relationships that interact with the fire department including those with city, county, state, and federal agencies, and his goal has always been to see that the citizens of this community receive the best emergency service available when the need arises. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, honor and recognize Croft Fire Department Chief Lewis Hayes of Spartanburg County and thank Chief Hayes for all he does for his community in this important position.

Be it further resolved that a copy of this resolution be forwarded to Chief Lewis Hayes of the Croft Fire Department.
