A HOUSE RESOLUTION

TO RECOGNIZE AND CONGRATULATE THE PASTORS OF RIGHT DIRECTION CHRISTIAN CENTER, DR. HERBERT BAILEY, JR., AND DR. MARCIA BAILEY, ITS MEMBERS, AND PARTNERS DURING THE CELEBRATION OF THE DEDICATION SERVICE OF THE RDCC SPRUNG STRUCTURE IN COLUMBIA ON JUNE 13, 2004, AND TO EXTEND BEST WISHES TO THEM IN ALL OF THEIR FUTURE ENDEAVORS.

Whereas, Right Direction Christian Center (RDCC) was formed in the heart of Pastor Herbert Bailey, Jr., in July 1995 when he visited Columbia to interview for a corporate management position, and while praying at what is now the Adams Mark Hotel in downtown Columbia, the Lord revealed to him that he would be offered the position and would relocate to Columbia for the purpose of founding Right Direction Christian Center; and

Whereas, Pastors Herbert and Marcia Bailey along with their four children relocated to Columbia from Tulsa, Oklahoma, in September 1995, and in January 1996, a Bible study began in the Baileys' home. The pastors, three other adults, the Bailey's children, and one other child faithfully attended this Bible study. These five adults and five children became the charter members of Right Direction Christian Center; and

Whereas, the vision of Right Direction Christian Center is "to be the diverse church of unconditional love and acceptance used by God to minister in the areas of spiritual self-esteem, education, and economic prosperity with a message of deliverance, victorious living, and practical biblical application"; and

Whereas, on April 28, 1996, the Baileys held the first official service of RDCC at the Holiday Inn Express on St. Andrews Road in a fifty dollar a Sunday hotel room with barely a fifty-person capacity. This room served as the worship location for five months; and

Whereas, in September 1996, the motel informed RDCC it could not have services there the upcoming Sunday, the Lord immediately provided the Baileys with the Columbia Postal Workers Union Hall in Columbia. This increased space was available for the same amount and attendance grew to forty people at this location; and

Whereas, in June 1998, RDCC leased its first facility at 3801 River Drive in Columbia where the initial sanctuary tightly accommodated one hundred people. In February 1999, attendance quickly increased creating a need for two Sunday morning services. In August 1999, unrelenting growth forced renovations of warehouse space at the same location allowing accommodation for three hundred worshippers in two Sunday morning services; and

Whereas, in 2000, "Year of the Breakforth", the three hundred maximum capacity limit required commencement of a third Sunday morning service. In addition to the pastors, four full-time staff members were added, and three hundred new chairs were purchased as an act of faith for their new proposed sanctuary. At the end of the year, Sunday attendance had grown to four hundred; and

Whereas, in March 2001, "Year of Acceleration", Right Direction purchased and moved their current worship, education, and office facilities to 1230 St. Andrews Road in Columbia. Attendance reached over six hundred each Sunday and more than three hundred for Bible study. Co-Pastor Marcia Bailey commenced a Friday Women's Bible Study; income doubled from six hundred thousand dollars to over one million dollars a year, a thirty-passenger bus and a fifteen-passenger van were purchased; youth ministry more than doubled, and seven ministers were licensed and assigned to various ministries throughout the church; and

Whereas, in 2002, "Year of the Impossible", five additional staff members were added bringing staff to nine full-time and three part-time personnel. Television production equipment was increased to expand outreach ministry, and the mortgage was accelerated through members' building fund contributions; and

Whereas, in January 2003, "Time of Restitution", the "Direction for Life" television broadcast was launched on two local television stations. In January 2003, a full-time Spanish minister was added to the staff. In February 2003, RDCC closed on twenty-two and one-half acres of land for its RDCC Dome which will include a five thousand-seat sanctuary, educational, and recreational facilities; and

Whereas, in 2004, "Year For More" outreach ministries were expanded through television, radio, books, tapes, and compact discs. "Direction for Life" television ministry and "Direction for Life" radio ministry were expanded into the Charleston area and a twenty thousand square foot business facility was completed; and

Whereas, on December 8, 2003, in keeping with fulfilling God's vision for Right Direction Christian Center as founded by Pastors Herbert and Marcia Bailey, a groundbreaking ceremony launched Phase One of the building project for its Sprung Structure that will seat one thousand worshippers; and

Whereas, the celebration of the completion of Phase One, the RDCC Sprung Structure, will commence with Dedication Services on June 13, 2004. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives, by this resolution, recognize and congratulate the pastors of Right Direction Christian Center, Dr. Herbert Bailey, Jr., and Dr. Marcia Bailey, its members, and partners during the celebration of the dedication service of the RDCC Sprung Structure in Columbia on June 13, 2004, and to extend best wishes to them in all of their future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Drs. Herbert and Marcia Bailey.
