TO RECOGNIZE AND COMMEND MR. JOHN E. "JACK" BALLING FOR HIS INVALUABLE LEADERSHIP AND DEDICATED SERVICE TO THE SOUTH CAROLINA DEPARTMENT OF MENTAL HEALTH UPON THE OCCASION OF HIS RETIREMENT ON JUNE 5, 2003, AND TO WISH HIM MUCH SUCCESS AND HAPPINESS IN HIS FUTURE ENDEAVORS.
Whereas, it is with great pleasure that we recognize South Carolinians for their commitments to improving their communities and this State; and
Whereas, Mr. John E. "Jack" Balling has generously served the citizens of South Carolina and the Department of Mental Health for over thirty-three years; and
Whereas, Jack Balling has shared his knowledge and guidance with the Department of Mental Health as Director, Budget Development and Analysis, Division of Administrative Services; and
Whereas, his expertise, wisdom, and invaluable leadership, especially in the area of fiscal management, is gratefully acknowledged by the South Carolina Mental Health Commission; and
Whereas, the members of the Senate are proud to join the South Carolina Department of Mental Health and his family and friends in wishing Jack Balling a long, happy, and fulfilling retirement. Now, therefore,
Be it resolved by the Senate:
That the members of the Senate of the State of South Carolina, by this resolution, recognize and commend Mr. John E. "Jack" Balling for his invaluable leadership and dedicated service to the South Carolina Department of Mental Health upon the occasion of his retirement on June 5, 2003, and wish him much success and happiness in his future endeavors.
Be it further resolved that a copy of this resolution be forwarded to Mr. John E. "Jack" Balling.
