A CONCURRENT RESOLUTION

TO COMMEND THE FACULTY AND STUDENTS OF C.C. BLANEY ELEMENTARY SCHOOL IN CHARLESTON COUNTY ON THEIR COMMITMENT TO LEARNING AND ACADEMIC EXCELLENCE AND WISH THEM EVERY SUCCESS IN THEIR FUTURE ENDEAVORS.

Whereas, students at C.C. Blaney Elementary School in Hollywood, South Carolina surpassed state-set goals on the Palmetto Achievement Challenge Test (PACT) last Spring; and

Whereas, while high poverty levels usually equate to poor performance, students at C.C. Blaney Elementary outshined schools of all demographics this year as just one of 14 Charleston County elementary and middle schools, and among just 23 percent of those statewide, to meet Adequate Yearly Progress goals as defined by the federal No Child Left Behind Act; and

Whereas, Principal Cindy Capers-Smalls, in just her second year as C.C. Blaney Elementary's principal, has provided strong leadership and supported dedicated teachers who all endorse the philosophy that "All kids can learn. This is a no-excuse environment"; and

Whereas, while nearly all C.C. Blaney Elementary students qualify for free or reduced-price breakfast and lunch, Principal Capers-Smalls believes poverty is no excuse and banners of encouragement along the hallways of C.C. Blaney Elementary stress "Learning is our No. 1 priority"; and

Whereas, Principal Capers-Smalls uses much of her federal Title 1 money, generally given to schools with poor students, to hire teachers and keep classes at 15 students each and last year she added a full-time parent educator; and

Whereas, the students and faculty at C.C. Blaney Elementary School have indeed proved that South Carolina students can improve each year on the Palmetto Achievement Challenge Test (PACT) and the entire Palmetto State can be proud of what these bright young people have accomplished. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, commend the faculty and students of C.C. Blaney Elementary School on their commitment to learning and academic excellence and wish them every success in their future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Principal Cindy Capers-Smalls on behalf of the faculty and students of C.C. Blaney Elementary School.
