A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR THE DISTINGUISHED CAREER AND DEDICATED SERVICE OF THE MOST REVEREND FREDERICK HILLBORN TALBOT, BISHOP OF THE AFRICAN METHODIST EPISCOPAL CHURCH, AND TO EXTEND TO HIM BEST WISHES FOR GOOD HEALTH AND HAPPINESS IN HIS RETIREMENT.

Whereas, Bishop Frederick Hillborn Talbot, a native of Guyana and Bishop of the 135th Episcopal District of the African Methodist Episcopal Church serving Kentucky and Tennessee, is retiring from over thirty one years of distinguished service as a bishop in the AME Church; and

Whereas, Bishop Talbot, a distinguished scholar is an alumnus of Allen University and a graduate of Yale Divinity School, Pacific School of Religion, and Columbia Theological Seminary; and

Whereas, Bishop Talbot also completed post-graduate work at Teachers College, Columbia University and was a Resident Fellow at Harvard University in 1989; and

Whereas, elected the 90th Bishop of the African Methodist Episcopal Church in 1972, Bishop Talbot has served in the 6th, 12th, and 16th Episcopal Districts and has also served as the Church's Ecumenical Officer; and

Whereas, among Bishop Talbot's many contributions during his remarkable career with the church is his editing of the Book of Original Prayers, which served as an official document for the 45th Session of the AME Church's General Conference; and

Whereas, Bishop Talbot has also contributed to the church through other spiritual writings: African American Worship: New Eyes for Seeing, Walking Through of Service of Worship in the African Methodist Episcopal Church, and God's Fearless Prophet; and

Whereas, Bishop Talbot, put his talent for writing into song by composing several pieces that have been published in the African Methodist Episcopal Church Hymnal and another piece that is included in RISK, the worship book used by the World Council of Churches for its 5th Assembly held in Nairobi, Kenya; and

Whereas, in addition to his service to the church, Bishop Talbot served with honor and distinction in the diplomatic service of the Government of Guyana, receiving the Cacique Crown of Honor for meritorious service, one of Guyana's highest honors; and

Whereas, he is, the loving, devoted husband of Dr. Sylvia Ross Talbot, a native of St. Croix, United States Virgin Islands, will have the opportunity to pursue his many interests in retirement, as he is an avid gardener, soloist, and creative cook; and

Whereas, though Bishop Talbot's spiritual leadership, compassion, and dedicated service will be greatly missed as he steps down from his official post, his great love of music and conducting and teaching congregational singing will surely continue to be a vital part of his life in the church; and

Whereas, the members of the South Carolina General Assembly are pleased to have the opportunity to recognize such an illustrious member of the African Methodist Episcopal Church and commend Bishop Talbot for his decades of spiritual leadership and dedicated service to the AME Church. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and honor the distinguished career and dedicated service of the most Reverend Frederick Hillborn Talbot, Bishop of the African Methodist Episcopal Church, and to extend to him best wishes for good health and happiness in his retirement.

Be it further resolved that a copy of this resolution be presented to Bishop Frederick Hillborn Talbot.
