VERSIONS OF THIS BILL
TO CONGRATULATE AND RECOGNIZE THE EFFORTS MADE AT THE UNIVERSITY OF SOUTH CAROLINA SALKEHATCHIE IN MEETING THE NEEDS OF THE CITIZENS IN A FIVE-COUNTY AREA AND OVERCOMING CHALLENGES ASSOCIATED WITH BEING LOCATED IN A POOR, RURAL AREA TO BECOME A DYNAMIC FORCE IN THE AREA BY EDUCATING PEOPLE AND CREATING JOBS.
Whereas, the University of South Carolina Salkehatchie has met the needs of citizens in Allendale, Bamberg, Barnwell, Colleton, and Hampton Counties and surrounding counties for almost forty years; and
Whereas, it has educated thousands of South Carolinians who would not otherwise have had an opportunity to earn a college education; and
Whereas, this campus has experienced an increase in student enrollment of 5.69 percent in the Fall of 2003 over Fall of 2002; and
Whereas, USC Salkehatchie has generated over one million dollars in grant funding for 2001-02 and 2002-03 which has funded program expansions and faculty scholarship and research efforts, placing Salkehatchie at the top of the sector for total grant funds raised for two consecutive years; and
Whereas, this institution generated over one million dollars in private support in the last five years; and
Whereas, USC Salkehatchie is ranked in the top two in the State for lowest energy consumption for like institutions in the Energy Use in South Carolina's Public Facilities Annual Reports; and
Whereas, the Salkehatchie Leadership Institute has been instrumental in creating and retaining over one hundred jobs and assisting the communities served in generating over nine million dollars in federal dollars and through the private foundation grants which are designated to address transportation and health issues, promote local tourism, and work force development, and has partnered with the Small Business Development Center at South Carolina State to expand services to existing and potential businesses in the area; and
Whereas, USC Salkehatchie exercises sound fiscal management as verified by maintaining a balanced budget during periods of budget cuts and by the 2003 audit report which contains no major findings; and
Whereas, it has an economic impact of 11.9 million dollars on the region served; and
Whereas, the Salkehatchie campus has initiated several partnerships, including one with Technical College of the Lowcountry and Colleton Medical Center to provide coursework and scholarships for local citizens in an effort to address the nursing shortage in the region and a partnership with USC Aiken to address the teacher shortage in the region; and
Whereas, this regional campus is a dynamic, growing institution that has refused to allow budget limitations, the challenges associated with being in a poor, rural area, and external forces thwart the progress of the institution nor limit the service to the people of the counties served. Now, therefore,
Be it resolved by the Senate:
That .the members of the Senate wish to congratulate and recognize the efforts made at the University of South Carolina Salkehatchie in meeting the needs of the citizens in a five-county area and overcoming challenges associated with being located in a poor, rural area to become a dynamic force in the area by educating people and creating jobs.
Be it further resolved that a copy of this resolution be forwarded to Dr. Ann C. Carmichael, Dean of USC Salkehatchie.
