A SENATE RESOLUTION

TO COMMEND AND EXTOL MR. B. BOYKIN ROSE FOR HIS MANY YEARS OF PUBLIC SERVICE INCLUDING SERVICE AS THE DIRECTOR OF THE SOUTH CAROLINA DEPARTMENT OF PUBLIC SAFETY, AND TO WISH HIM WELL IN ALL OF HIS FUTURE ENDEAVORS.

Whereas, B. Boykin Rose holds a Juris Doctor degree from the University of South Carolina Law School and a Bachelor of Arts degree in English from the University of South Carolina; and

Whereas, he is fluent in Italian and French and is a member of both the South Carolina and Washington D. C. Bar Associations; and

Whereas, Mr. Rose has served as an Assistant Solicitor for South Carolina's Fifth Judicial Circuit; an Associate Deputy Attorney General in the United States Department of Justice; and a partner in the Washington, D. C. law firm of Proskauer Rose Goetz and Mendelsohn; and

Whereas, on July 1, 1993, former Governor Carroll A. Campbell appointed him as the first Director of the South Carolina Department of Public Safety which was created with the passage of the 1993 Government Restructuring Act; and

Whereas, as head of an approximately three thousand employee agency, Mr. Rose's responsibilities have included the establishment and administration of the department's internal operations, policies, and procedures. While performing these duties with distinction, he has directed a diverse group of entities which were previously other states agencies or components of other agencies. These entities included the State Highway Patrol, the State Transport Police Division, the Bureau of Protective Services, the Criminal Justice Academy and Training Division, the Office of Justice Programs, and the Highway Safety Office; and

Whereas, he is a member of numerous committees, boards, commissions, and councils which include the Governor's Homeland Security Council, the Counter Terrorism Council, the South Carolina Training Council, the South Carolina Law Enforcement Hall of Fame, the Public Safety Coordinating Council, the South Carolina Prosecution Coordinating Commission, and the International Association of Chief's of Police; and

Whereas, Mr. Rose formerly served as Chairman of the South Carolina Police Chief's Association, Legislative Committee, and the Governor's Children At-Risk Task Force. He is also a member of the Board of Directors for the National Center for Missing and Exploited Children; and

Whereas, before he assumed his role as Director of the South Carolina Department of Public Safety, Mr. Rose was appointed by former Governor Campbell as Chairman of the South Carolina Alcohol Beverage Control Commission in 1992. He chaired the Governor's Task Force on Reform of the Alcoholic Beverage Commission which recommended dismantling the agency; and

Whereas, it is fitting and proper for the members of the South Carolina Senate to pause in their deliberations to recognize, commend, and thank Mr. Boykin Rose for his many years of dedicated and unselfish service to the people of South Carolina. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate of the State of South Carolina, by this resolution, commend and extol Mr. B. Boykin Rose for his many years of public service including service as the Director of the South Carolina Department of Public Safety, and wish him well in all of his future endeavors.

Be it further resolved that a copy of this resolution be presented to Mr. B. Boykin Rose.
