INVITATIONS AND MEMORIAL RESOLUTIONS

To whom was referred a Concurrent Resolution (S. 1196) to approve the site recommended by the Hunley Commission for the display and exhibition of the H. L. Hunley in North Charleston, South Carolina, subject to the execution of, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass:

A CONCURRENT RESOLUTION

TO APPROVE THE SITE RECOMMENDED BY THE HUNLEY COMMISSION FOR THE DISPLAY AND EXHIBITION OF THE H. L. HUNLEY IN NORTH CHARLESTON, SOUTH CAROLINA, SUBJECT TO THE EXECUTION OF AN ACCEPTABLE CONTRACT BETWEEN THE HUNLEY COMMISSION AND THE CITY OF NORTH CHARLESTON.

Whereas, pursuant to Section 54-7-100 of the Code of Laws of South Carolina, 1976, the Hunley Commission is directed to recommend to the General Assembly an appropriate site in South Carolina for the permanent display and exhibition of the H. L. Hunley for its review and approval; and

Whereas, the Hunley Commission has reviewed several sites as potential locations for the H. L. Hunley; and

Whereas, based on reviews of proposals submitted by the interested locations to the Hunley Commission, the commission determined that the best site for the permanent display and exhibition of the H. L. Hunley is the City of North Charleston; and

Whereas, the commission made its decision based upon the proposal presented by the City of North Charleston that was memorialized in a resolution of the City of North Charleston by a unanimous vote on April 15, 2004; and

Whereas, the resolution adopted by the City of North Charleston listed the commitments the city would offer including the team of the City of North Charleston, Noisette Company, Ralph Applebaum Associates, NBIM, Burt Hill Kosar and Rittelman, and Lord Cultural Resources Associates; and

Whereas, the City of North Charleston provided a commitment of $10,000,000 in financing from the Navy Base Tax Increment Financing District as the incremental revenue is raised for the selling of the bonds; and

Whereas, the City of North Charleston provided a commitment of $1,000,000 from the sale of a general obligation instrument; and

Whereas, the City of North Charleston provided a commitment of $2,000,000 from the proceeds of the sale of the shipyard property once the property has been transferred to the RDA and the sale is consummated; and

Whereas, the City of North Charleston provided a commitment of $50,000 per year for the operational cost of the Warren Lasch Conservation Center until the submarine is delivered to the museum for display; and

Whereas, the City of North Charleston provided a commitment to use the city's best efforts in obtaining financial resources from the County of Charleston, State of South Carolina, United States Federal Government, and private foundations or grants for the construction and operation of the museum. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the General Assembly of the State of South Carolina approves, by this resolution, the site recommended by the Hunley Commission for the display and exhibition of the H. L. Hunley in North Charleston, South Carolina, subject to the execution of an acceptable contract between the Hunley Commission and the City of North Charleston.
