EXPRESSING RESOUNDING SUPPORT FOR PRESIDENT GEORGE W. BUSH'S RESOLVE IN CONFRONTING SADDAM HUSSEIN FOR HIS EXTENSIVE RECORD OF FLAGRANTLY DEFYING REPEATED UNITED NATIONS RESOLUTIONS REQUIRING HIM TO DISARM, PROVIDING AID AND COMFORT TO TERRORIST ORGANIZATIONS, AND COMMITTING WIDESPREAD HUMAN RIGHTS VIOLATIONS.
Whereas, President George W. Bush has starkly detailed Saddam Hussein's conspicuous and systematic defiance of numerous past United Nations Security Council resolutions; and
Whereas, documented incidents of Saddam Hussein's intolerable disobedience include, but are by no means limited to, U.N. Resolution 686 requiring Iraq to account fully for all prisoners and other missing personnel from the Persian Gulf War; U.N. Resolution 687 requiring Iraq to accept unconditionally the removal, destruction, or rendering harmless of all weapons of mass destruction and to allow weapons inspectors to operate without interference from Hussein's regime; and U.N. Resolutions 688 and 1441 forbidding Iraq from taking or threatening to take hostile actions against member state aircraft patrolling the U.N. sanctioned no-fly zones; and
Whereas, President Bush is entirely correct that United Nations members cannot afford once again to be lulled into complacency as a result of Saddam Hussein's most recent acquiescence on the issue of weapons inspectors, because the record amply demonstrates how Hussein has employed this tactic in the past to divide his adversaries and gain more time; and
Whereas, the overwhelming weight of the intelligence that has been gathered to date proves without question that despite the best efforts of past weapons inspectors, Iraq has rebuilt many of its weapons-related facilities and continues to possess weapons of mass destruction; and
Whereas, the United Nations' apparent willingness to procrastinate indefinitely confirms that the bloody experiences in Somalia, Bosnia, and Herzegovina failed to teach the U.N. crucial lessons regarding both the futility and perils of failing to back up stated political goals with sufficient military means; and
Whereas, President Bush's courageous decision to use all necessary means is the only way to terminate, once and for all, Saddam Hussein's relentless pursuit of weapons of mass destruction, his despicable and cowardly support of regional and worldwide terrorism, and his brutal and unpardonable repression of Iraq's religious and ethnic minorities. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, express their resounding support for President George W. Bush's resolve in confronting Saddam Hussein for his extensive record of flagrantly defying repeated United Nations resolutions requiring him to disarm, providing aid and comfort to terrorist organizations, and committing widespread human rights violations.
Be it further resolved that a copy of this resolution be forwarded to President George W. Bush and to each member of the South Carolina Congressional Delegation.
