To whom was referred a Bill (H. 3163) to amend the Code of Laws of South Carolina, 1976, by adding Section 14-1-235 so as to prohibit a judge, court, or court official from, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass with amendment:
Amend the bill, as and if amended, SECTION 1, on line 27, by deleting /law/ and inserting /statute/ so that when amended the section reads:
/ Section 14-1-235. A judge, court, or court official may not appoint an attorney to represent a party in a civil action unless the authority to make the appointment is provided by statute. /
Amend title to conform.

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 14-1-235 SO AS TO PROHIBIT A JUDGE, COURT, OR COURT OFFICIAL FROM APPOINTING AN ATTORNEY TO REPRESENT A PARTY IN A CIVIL ACTION UNLESS THE AUTHORITY TO MAKE THE APPOINTMENT IS PROVIDED SPECIFICALLY BY LAW.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 1, Title 14 of the 1976 Code is amended by adding:
"Section 14-1-235. A judge, court, or court official may not appoint an attorney to represent a party in a civil action unless the authority to make the appointment is provided specifically by law."
SECTION 2. This act takes effect upon approval by the Governor.
