A JOINT RESOLUTION

TO PROVIDE FUNDING FOR A STUDY TO DETERMINE THE EFFECTIVENESS OF NATIONAL BOARD CERTIFICATION IN IMPROVING STUDENT OUTCOMES AS REQUIRED BY THE 2003-2004 GENERAL APPROPRIATIONS, PART 1B, SECTION 1, PARAGRAPH 1.79.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The State Department of Education may use $90,000 of unexpended funds allocated for National Board Certification to conduct a study on the effectiveness in improving student outcomes.

SECTION    2.    Teachers who are National Board Certified and who teach in core content subjects in grades three through eight must be included in the study. Measures of uniform student outcomes for other subject and grade levels are not available.

SECTION    3.    The study must be completed by October 31, 2004, so that the results can be provided to members of the General Assembly before the 2005 session.

SECTION    4.    This joint resolution takes effect upon approval by the Governor.
