To whom was referred a Bill (H. 4980) to amend Section 47-4-60, as amended, Code of Laws of South Carolina, 1976, relating to a certificate of veterinary inspection for out-of-state livestock, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass with amendment:
Amend the bill, as and if amended, by striking SECTION 1 and inserting:
/SECTION 1. Section 47-4-60 of the 1976 Code, as last amended by Act 22 of 1995, is further amended by adding a new subsection to read:
"( ) The Director of the Division of Livestock-Poultry Health may authorize equine interstate event permits that must include a certificate of veterinary inspection, animal identification, and a current negative Coggins test." /
Renumber sections to conform.
Amend title to conform.

TO AMEND SECTION 47-4-60, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO A CERTIFICATE OF VETERINARY INSPECTION FOR OUT-OF-STATE LIVESTOCK OR POULTRY ENTERING THIS STATE, AND THE QUARANTINE OF UNCERTIFIED ANIMALS, SO AS TO PROVIDE THAT THE DIRECTOR OF THE DIVISION OF LIVESTOCK-POULTRY HEALTH MAY AUTHORIZE ALTERNATIVE MEASURES WHICH IN HIS OPINION OFFER THE EQUIVALENT OR GREATER PROTECTION FOR THE LIVESTOCK INDUSTRY OF THIS STATE INCLUDING, BUT NOT LIMITED TO, EQUINE PASSPORT EVENT PERMITS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 47-4-60 of the 1976 Code, as last amended by Act 22 of 1995, is further amended by adding a new subsection to read:
"( ) The director of the Division of Livestock-Poultry Health may authorize alternative measures which in his opinion offer the equivalent or greater protection for the livestock industry of this State including, but not limited to, equine passport event permits."
SECTION 2. This act takes effect upon approval by the Governor.
