A CONCURRENT RESOLUTION

TO EXTEND THE CONGRATULATIONS OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY TO MR. JAMES E. YOUNG OF CHARLESTON ON BEING NAMED THE 2003 HUMAN RESOURCES PROFESSIONAL OF THE YEAR.

Whereas, human resources professionals promote the highest ethical standards and understand the importance of teamwork, communication, and training in today's marketplace; and

Whereas, through the leadership of these professionals, employees of major companies have become more efficient and more positive about their work; and

Whereas, the people of South Carolina are very fortunate to have such an influential and committed human resources professional as Mr. James E. Young of Charleston, a graduate of Southern Illinois University with a Bachelor of Arts in Workforce Development and the current Human Resources Manager of Mikasa in Charleston; and

Whereas, during his time with Mikasa, Mr. Young has developed training programs that promote a team environment, conducted monthly training sessions in leadership and delegation, implemented an alternative dispute resolution program; and

Whereas, because of his optimistic attitude and creative ideas, Mikasa has experienced tremendous success in its internal operations and has seen a fifty percent decrease in turnover during his tenure as Human Resources Manager; and

Whereas, not only does Mr. Young generously contribute his innovative thoughts to his company, but he also passes on his wisdom to others in this State by holding positions on numerous boards and committees, including serving as a member of Charleston's Promise Steering Committee, a member of Trident Workforce Development Board, a member of the Greater Dorchester County Chamber of Commerce, a member of the South Carolina Chamber's Human Resources Committee, and as Chairman of the State Employer Council for South Carolina; and

Whereas, because of his outstanding character and great leadership skills, Mr. James E. Young was named the 2003 Human Resources Professional of the Year by the South Carolina Chamber of Commerce in cooperation with the State Council of Human Resources Management; and

Whereas, Mr. Young's creativity and caring spirit are valuable assets to Mikasa and to this State, and he serves as an example to those who know him both personally and professionally. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, extend their congratulations to Mr. James E. Young of Charleston on being named the 2003 Human Resources Professional of the Year.

Be it further resolved that a copy of this resolution be forwarded to Mr. James E. Young of Charleston.
