A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 43-1-250 SO AS TO PROVIDE THAT FIFTY PERCENT OF THE FUNDS APPROPRIATED TO THE DEPARTMENT OF SOCIAL SERVICES MUST BE EXPENDED FOR AWARDING GRANTS TO NONPROFIT AND FAITH-BASED ORGANIZATIONS TO ASSIST IN FULFILLING THE DUTIES AND RESPONSIBILITIES OF THE DEPARTMENT, TO DISTRIBUTE THESE FUNDS TO COUNTY BOARDS OF SOCIAL SERVICES PROPORTIONATELY BASED ON POPULATION, AND TO REQUIRE THE DEPARTMENT TO PROMULGATE REGULATIONS FOR SOLICITING AND AWARDING GRANTS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 1, Title 43 of the 1976 Code is amended by adding:

"Section 43-1-250.    Notwithstanding any other provision of law, fifty percent of funds appropriated to the department must be expended for awarding grants to nonprofit and faith-based organizations to assist the department in fulfilling its duties and responsibilities pursuant to this title, Chapter 7, Title 20, and other applicable provisions of law. Funds must be appropriated to county boards of social services based proportionately on population. The department shall promulgate regulations developing criteria and procedures to be used by the county boards in soliciting grant proposals and in awarding grants."

SECTION    2.    This act takes effect upon approval by the Governor.
