TO PROVIDE PURSUANT TO ARTICLE III, SECTION 21 OF THE CONSTITUTION OF THIS STATE AND SECTION 2-1-180 OF THE 1976 CODE FOR THE RETURN OF THE GENERAL ASSEMBLY AND FOR THE MATTERS IT MAY CONSIDER ON SUCH RETURN WHEN THE RESPECTIVE HOUSES OF THE GENERAL ASSEMBLY ADJOURN ON THURSDAY, JUNE 5, 2003, NOT LATER THAN 5:00 P.M.,
