A BILL

TO PROVIDE THAT ALL POWERS, DUTIES, AND RESPONSIBILITIES OF THE RICHLAND COUNTY LEGISLATIVE DELEGATION ARE DEVOLVED UPON THE RICHLAND COUNTY COUNCIL, EXCEPT FOR THOSE POWERS AND DUTIES RELATED TO STATEWIDE OR REGIONAL BOARDS, COMMISSIONS, AUTHORITIES, OR ANY OTHER GOVERNMENTAL ENTITY THAT HAS REPRESENTATIVES ON ITS GOVERNING BOARD FROM MORE THAN ONE COUNTY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    All powers, duties, and responsibilities granted by statute or resolution to the Richland County Legislative Delegation that affects only Richland County are devolved upon the Richland County Council. The provisions of this section shall not apply to the activities, powers, duties, or responsibilities of the Richland County Legislative Delegation with regard to statewide or regional boards, commissions, authorities, or any other governmental entity that has representatives on its governing body from more than one county.

For the purposes of this section, the Richland County Legislative Delegation is defined to include each member of the House of Representatives and of the Senate whose district includes any portion of the geographic area of Richland County.

SECTION    2.    The Code Commissioner is directed to provide a notation to all code sections that are inconsistent with this act.

SECTION    3.    This act takes effect upon approval by the Governor.
