A SENATE RESOLUTION

TO COMMEND THE LIEUTENANT GOVERNOR'S OFFICE ON AGING, DIVISION ON AGING SERVICES SHIP PROGRAM WHICH PROVIDES MEDICARE COUNSELING TO SENIORS, THE DISABLED COMMUNITY, THEIR FAMILIES, AND CAREGIVERS.

Whereas, the Lieutenant Governor's Office on Aging is South Carolina's "State Unit on Aging" and administers federal funds received through the Older Americans Act; and

Whereas, the General Assembly and the Governor transferred responsibility for South Carolina's Older Americans Act programs to Lieutenant Governor André Bauer on July 1, 2004, moving the Bureau of Senior Services out of the Department of Health and Human Services. The new office is ably directed by Nela Gibbons; and

Whereas, the Lieutenant Governor's Office on Aging is a statewide leader for advocating, planning, and developing resources in partnership with individuals and communities to meet the present and future needs of 660,000 older South Carolinians and their caregivers, to develop and coordinate a comprehensive continuum of care system, and to promote education, research, and training in the field of gerontology; and

Whereas, the Lieutenant Governor's Office on Aging, Division on Aging Services, partners with Area Agencies on Aging and Council on Aging Offices across the State to provide up-to-date and accurate information on appropriate Medicare insurance options for seniors and the disabled community and helps them make informed decisions in obtaining benefits under the federal and state programs; and

Whereas, on January 1, 2006, Medicare began covering prescription drugs for all persons on Medicare. In an effort to help persons who have not made a decision regarding participation in the Medicare Prescription Benefit program before the May 15, 2006, deadline, the division has scheduled Medicare Part D enrollment events across the State on April 12, 13, and 17 of 2006; and

Whereas, on April 12, 2006, events will be held in Spartanburg and Anderson counties; on April 13, 2006, events will be held in Hopkins and Charleston; and on April 17, 2006, an event will be held in Myrtle Beach; and

Whereas, these worthwhile and informative events are sponsored by the Lieutenant Governor's Office on Aging together with the Centers for Medicare and Medicaid Services, the Administration on Aging, the Social Security Administration on Aging, the South Carolina Department of Health and Human Services, the South Carolina Appalachia Area Council on Governments, the Central Midlands Council on Governments Area Agency on Aging, the Trident Area Agency on Aging, and the Waccamaw Regional Council of Governments; and

Whereas, it is appropriate that the members of the South Carolina Senate pause to acknowledge the Lieutenant Governor's Office on Aging, Division on Aging Services SHIP Program, for its proactive approach to tackling the issues facing seniors and disabled citizens in this State and helping to educate them on important medical decisions such as the one affecting participation in the new Medicare Prescription Benefit program. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate of the State of South Carolina, by this resolution, commend the Lieutenant Governor's Office on Aging, Division on Aging Services SHIP Program which provides Medicare counseling to seniors, the disabled community, their families, and caregivers.

Be it further resolved that a copy of this resolution be forwarded to Lieutenant Governor André Bauer on behalf of the Lieutenant Governor's Office on Aging, Division on Aging Services SHIP Program.
