THE COMMITTEE ON

INVITATIONS AND MEMORIAL RESOLUTIONS

To whom was referred a Concurrent Resolution (S. 1466) to request that the Department of Transportation name Old Paris Mountain Road in Greenville County "Felicia Thelma Hawkins Elliott Road" and erect appropriate markers or signs, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass:

ROBERT W. LEACH, SR. for Committee.

A CONCURRENT RESOLUTION

TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME OLD PARIS MOUNTAIN ROAD IN GREENVILLE COUNTY "FELICIA THELMA HAWKINS ELLIOTT ROAD" AND ERECT APPROPRIATE MARKERS OR SIGNS ALONG THIS HIGHWAY THAT CONTAIN THE WORDS "FELICIA THELMA HAWKINS ELLIOTT ROAD".

Whereas, Ms. Felicia Elliott was born in the Brutontown Community of Greenville, South Carolina and graduated from Sterling High School in 1945, before receiving a four-year scholarship to Knoxville College, Knoxville, Tennessee; and

Whereas, while at Knoxville College she majored in music and education and was a member of Delta Sigma Theta Sorority; and

Whereas, after graduating college, Ms. Elliott taught music in public school, was a choral director, and worked with underprivileged youth. She later owned and operated The Elliott Community Care Home, a Mental Health Facility in Columbia, South Carolina, for twelve years and played for numerous choirs in Columbia and Greenville, South Carolina; and

Whereas, to improve her community, Ms. Elliott worked with the Greenville County Sheriff's Department to assist in driving serious crime and drug problems out of the area; and

Whereas, she was also instrumental in getting the new Brutontown Community Center built and worked with the committee to get the first county redevelopment authority program to renovate homes and businesses in Brutontown; and

Whereas, recognizing the importance of providing new housing, Ms. Elliott was instrumental in getting the ten-million-dollar grant through the Greenville County Redevelopment Authority for a proposed subdivision; and

Whereas, helping to increase voter participation, she worked hard at registering people in the community to vote and also getting them out to vote on election day. She continues to work with elected officials on community projects; and

Whereas, strong in faith, Ms. Elliott is an active member of the Bruton Temple Baptist Church; and

Whereas, as a lasting tribute to Ms. Elliott, it is fitting and proper for the Department of Transportation to name a highway in her native Greenville County in her honor. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, request that the Department of Transportation name Old Paris Mountain Road in Greenville County "Felicia Thelma Hawkins Elliott Road" and erect appropriate markers or signs along this highway that contain the words "Felicia Thelma Hawkins Elliott Road".

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
