A CONCURRENT RESOLUTION

HONORING MRS. GARDENIA B. RUFF OF RICHLAND COUNTY FOR HER LIFETIME OF DEDICATION AND SERVICE TO IMPROVING THE HEALTH OF SOUTH CAROLINA'S MINORITY POPULATION AND STRIVING TO ELIMINATE HEALTHCARE DISPARITIES, RECOGNIZING HER LEADERSHIP IN SPEARHEADING MANY PUBLIC SERVICE AND COMMUNITY IMPACT PROGRAMS, AND WISHING HER CONTINUED SUCCESS IN ALL HER FUTURE ENDEAVORS.

Whereas, through the hard work and commitment of Mrs. Gardenia B. Ruff, Director of the Office of Minority Health at the South Carolina Department of Health & Environmental Control, minority health and awareness in South Carolina has soared to new heights; and

Whereas, Mrs. Ruff, a Columbia native, is the beloved spouse of Jimmie Ruff. The couple are the proud and loving parents of three children; Staci, Dari, and Deron, and currently boast four grandchildren; Megan, Brailey, Kayla, and Teddy; and

Whereas, Mrs. Ruff is a graduate of C.A. Johnson High School in Columbia and received her Bachelors Degree from Benedict College. She earned a Masters Degree in Social Work from the University of South Carolina; and

Whereas, she has over thirty years of public health experience and has held extensive clinical, supervisory, consultative, and administrative responsibilities in various public health programs at the State, district, and county levels. She has been employed with the South Carolina Department of Health and Environmental Control since 1972; and

Whereas, Mrs. Ruff has held her current position as Director of the Office of Minority Health since the office was created in 1990, and has been driven to advance minority health and the elimination of health disparities as a priority issue for the agency within the State; and

Whereas, recognizing that South Carolina's minority population deserves a better method of delivery of healthcare services, Mrs. Ruff has spearheaded numerous successful healthcare initiatives; and

Whereas, she has been instrumental in bringing the Minority Health Issues Conference to Columbia which allows a wide spectrum of community members to participate in various health related skills-building sessions free of charge. Also she has been influential in introducing Cultural Competence to State agencies, and currently all new State employees are required to attend cultural competence training. Many in South Carolina as well as other areas of the nation continually seek her expertise in the area of cultural competence; and

Whereas, Mrs. Ruff received federal funding for the Office of Minority Health to develop and implement a demonstration project addressing prostrate cancer in the African America community called "Real Men Check'n it Out". This model was extremely successful and has been adopted by numerous African American grass roots organizations. She has also received federal funding for a minority HIV/AIDS initiative and a program to provide immunization outreach to minority seniors using nontraditional channels; and

Whereas, her dedication was instrumental in coordinating the implementation of faith-based partnerships, which establishes strategic goals and strategies for the African American Episcopal Church. This initiative feeds into the overarching goal of improving the quality of life for all Americans and eliminating racial and ethnic disparities in healthcare; and

Whereas, Mr. Ruff has been a faithful and involved member of the First Nazareth Baptist Church for over forty-five years; and

Whereas, Mrs. Ruff's accomplishments will continue to pay dividends for South Carolina's minority population, as well as South Carolinians as a whole, well into the future. The members of the General Assembly would like to publicly thank Mrs. Ruff for her commitment. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, hereby honor Mrs. Gardenia B. Ruff of Richland County for her lifetime of dedication and service to improving the health of South Carolina's minority population and striving to eliminate healthcare disparities, recognize her leadership in spearheading many public service and community impact programs, and wish her continued success in all her future endeavors.

Be it further resolved that a copy of this resolution be presented to Mrs. Gardenia B. Ruff of Richland County.
