A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 5-7-31 SO AS TO PROHIBIT A MUNICIPALITY FROM CHARGING A SERVICE FEE OR ASSESSMENT FOR A SERVICE PROVIDED BEFORE THE SERVICE IS RENDERED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 7, Title 5 of the 1976 Code is amended by adding:

"Section 5-7-31.    A municipality may not charge a service fee or assessment for services provided before the service is rendered."

SECTION    2.    This act takes effect upon approval by the Governor.
