A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 7-7-915 SO AS TO AUTHORIZE THE STATE ELECTION COMMISSION TO ESTABLISH A PILOT PROGRAM FOR THE PURPOSE OF TESTING THE ESTABLISHMENT OF VOTE CENTERS WHERE A REGISTERED ELECTOR IN A COUNTY MAY VOTE REGARDLESS OF THE PRECINCT IN WHICH THE ELECTOR RESIDES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 5, Chapter 7, Title 7 of the 1976 Code is amended by adding:

"Section 7-7-915.    (A)    For purposes of this section, 'vote center' means a polling place at which a registered elector in the county holding the election may vote, regardless of the precinct in which the elector resides.

(B)    The State Election Commission may establish, in cooperation with participating county voter registration and election commissions, a pilot project for the purpose of testing the efficacy and feasibility of establishing vote centers in South Carolina.

For purposes of this project, voters in participating counties shall cast votes at any one of several vote centers located within the county of his residence. A vote center shall have access to the voter registration database to prevent a voter from casting a ballot in more than one location. A vote center shall open on Monday fifteen days before the date of the election. Notice of the location and hours of operation of the vote centers must be given by prior publication in a newspaper of general circulation in the county. As is practicable, votes must be cast in conformity with the provisions of Title 7."

SECTION    2.    The State Election Commission shall report the results of the Pilot Project authorized in Section 7-7-915 of the 1976 Code added by Section 1 of this act and recommend to the General Assembly possible future applications of vote centers.

SECTION    3.    Section 7-7-915 of the 1976 Code is repealed December 31, 2008.

SECTION    4.    This act takes effect upon approval by the Governor.
