Whereas, born July 23, 1923, to the late Walter and Estell Sumpter Toney in Elliott, South Carolina, he was blessed to have been raised in a Christian home to a family limited in material wealth but possessing the uncommon riches of a strong faith in God, integrity, and a firm belief in hard, honest work; and
Whereas, he grew up working hard on his parents' farm and attending the public schools of Lee and Sumter counties; and
Whereas, the loving husband of Rosella George, Mr. Toney was a veteran of World War II who served his country with both honor and distinction. Whereas, his civic involvement included being active in the NAACP and the Democratic Party; and
Whereas, preceded in death by his son Marvin, he will always be remembered and will live on in the memories of his family and many friends; and
