A CONCURRENT RESOLUTION

TO CELEBRATE AND REMEMBER THE WONDERFUL LIFE AND WORK OF MS. JUDIE FRANCIS OF COLUMBIA AND TO HONOR HER MEMORY AND CONTRIBUTIONS TO OTHERS.

Whereas, it has been over a year since the death of Ms. Judie Francis on March 6, 2004; and

Whereas, Judie Francis was born the daughter of a soldier in Winchendon, Massachusetts, and although her role as an Army daughter afforded her the opportunity to live all over the United States and Europe, when it came time to select her home, she chose Columbia, South Carolina; and

Whereas, she served as the executive assistant to five commanding generals at Fort Jackson. She had a unique blend of intellect, strength, and wit that she used to care for her family, the Columbia community and its military, and children in particular; and

Whereas, she played an integral role in identifying the problems of the family court system and helped spearhead the Guardian Ad Litem Reform Act. A tireless advocate for children, she worked to ensure that the system was revamped to protect the children it was designed to serve; and

Whereas, Judie was a dedicated volunteer and was the embodiment of a person who simply wanted to make things better. She was a volunteer driver for the American Cancer Society's Road to Recovery program and drove countless cancer patients to their radiation and chemotherapy treatments. When she wasn't involved with her American Cancer Society work, she also volunteered as a teaching assistant at St. Joseph School; and

Whereas, Ms. Francis was driven by her passion for life and love of this community, always present at neighborhood beautification projects and often seen planting flowers in the medians and streetscapes in Columbia neighborhoods. She considered South Carolina the finest place on Earth and wanted nothing more than to see it prosper; and

Whereas, the members of the General Assembly, by this resolution, would like to honor the memory of this truly lovely mother and grandmother and remember all the things she did for other people and for her adopted home. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly celebrate and remember the wonderful life and work of Ms. Judie Francis of Columbia and honor her memory and contributions to others.

Be it further resolved that a copy of this resolution be forwarded to the family of Ms. Francis.
