A BILL

TO PROVIDE THAT BEFORE GENERAL OBLIGATION BONDS FOR CAPITAL IMPROVEMENTS OF THE SCHOOL DISTRICT OF BERKELEY COUNTY MAY BE ISSUED, AN ECONOMIC IMPACT STUDY FIRST MUST BE COMPLETED BY THE BERKELEY COUNTY LEGISLATIVE DELEGATION AND PROVIDED TO THE BERKELEY COUNTY BOARD OF EDUCATION AND THE BERKELEY COUNTY COUNCIL, AND TO PROVIDE FOR THE TIME LINES WHEN THE STUDY MUST BE COMPLETED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Notwithstanding any other provision of law, before general obligation bonds for capital improvements of the school district of Berkeley County may be issued after the effective date of this act, an economic impact study first must be completed by the Berkeley County Legislative Delegation and provided to the Berkeley County Board of Education and the Berkeley County Council. For the purpose of conducting the study, the Berkeley County Board of Education shall notify the county legislative delegation of its desire to have such bonds issued and the county legislative delegation must then complete the economic impact study within six months of the date of the notice.

SECTION    2.    This act takes effect upon approval by the Governor.
