A JOINT RESOLUTION

TO ESTABLISH A COMMITTEE TO STUDY THE FEASIBILITY OF CONSOLIDATING ALL STATE LAW ENFORCEMENT AGENCIES INTO ONE AGENCY AND TO ISSUE A REPORT TO THE GOVERNOR, THE SENATE, AND THE HOUSE OF REPRESENTATIVES CONTAINING ITS FINDINGS AND RECOMMENDATIONS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is hereby created a committee to study the feasibility of consolidating the duties and responsibilities of each of the state's law enforcement agencies into one agency and to issue a report containing its findings and recommendations to the Governor, Senate, and House of Representatives. The committee is composed of:

(1)    three members appointed by the Speaker of the House of Representatives;

(2)    three members appointed by the President Pro Tempore of the Senate; and

(3)    one member appointed by the Governor.

(B)    The members of the committee shall elect one of its members to serve as its chairman.

(C)    The members of the committee may not receive compensation other than mileage and per diem at the rate approved for members of state boards and commssions.

(D)    The committee must submit a report containing its findings and recommendations to the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives within one year of the effective date of this joint resolution. Upon submission of the report, the committee is abolished.

(E)    The committee must be staffed by personnel that is provided and assigned by the Governor, President Pro Tempore of the Senate, and the Speaker of the House of Representatives.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
