A BILL

TO AMEND CHAPTER 3, TITLE 56, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 77 TO CHAPTER 3, TITLE 56 SO AS TO PROVIDE FOR THE ISSUANCE OF "CHOOSE LIFE" AND "PRO CHOICE" SPECIAL LICENSE PLATES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 3, Title 56 of the 1976 Code is amended by adding:

"Article 77

Choose Life and Pro Choice Special License Plates

Section 56-3-7880.    (A)    The Department of Motor Vehicles may issue a special commemorative 'Choose Life' motor vehicle license plate to establish a special fund for pregnancy intervention groups. The biennial fee for the commemorative license plate is fifty-four dollars, and must be distributed equally between each of the pregnancy intervention groups incorporated since 1970. The commemorative plate must be of the same size and general design of regular motor vehicle license plates and must be imprinted with the words 'Choose Life'. The plates must be issued or revalidated for a biennial period which expires twenty-four months from the month they are issued.

(B)    The Department of Motor Vehicles may issue a special commemorative 'Pro Choice' motor vehicle license plate to establish a special fund for pregnancy counseling. The biennial fee for the commemorative license plate is fifty-four dollars, and must be distributed to the Planned Parenthood organization to be used for pregnancy counseling. The commemorative plate must be of the same size and general design of regular motor vehicle license plates and must be imprinted with the words 'Pro Choice'. The plates must be issued or revalidated for a biennial period which expires twenty-four months from the month they are issued."

SECTION    2.    This act takes effect upon approval by the Governor.
