To whom was referred a Bill (H. 4460) to amend Section 40-7-20, as amended, Code of Laws of South Carolina, 1976, relating to the definition of terms used in the licensure and regulation of barbers, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass with amendment:
Amend the bill, as and if amended, by striking all after the enacting words and inserting:
/SECTION 1. Section 40-7-20(2) of the 1976 Code, as amended by Act 52 of 2005, is further amended to read:
"(2) 'Hair braiding' means the weaving or interweaving of natural human hair for compensation without cutting, coloring, permanent waving, relaxing, removing, or chemical treatment and does not include. Hair braiding may include the use of hair extensions or but does not include the use of wefts."
SECTION 2. This act takes effect upon approval by the Governor./
Renumber sections to conform.
Amend title to conform.

EXPLANATION OF IMPACT:
The Department of Labor, Licensing and Regulation reports this bill will have no impact on the General Fund of the State or on federal and/or other funds.

TO AMEND SECTION 40-7-20, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE DEFINITION OF TERMS USED IN THE LICENSURE AND REGULATION OF BARBERS, INCLUDING THE DEFINITION FOR "HAIR BRAIDING", SO AS TO PROVIDE THAT THIS TERM INCLUDES THE USE OF HAIR EXTENSIONS OR WEFTS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 40-7-20(2) of the 1976 Code, as amended by Act 52 of 2005, is further amended to read:
"(2) 'Hair braiding' means the weaving or interweaving of natural human hair for compensation without cutting, coloring, permanent waving, relaxing, removing, or chemical treatment and does not include includes the use of hair extensions or wefts."
SECTION 2. This act takes effect upon approval by the Governor.
